Huaian Chemical Industry Park Based On Life Cycle Theory Research On Emergency Plan

At present,with the continuous aggregation of chemical projects,the cumulative risk of chemical park is increasing.It is an inevitable result of the economic and social development that chemical engineering projects move from decentralization to agglomeration and chemical industry parks continue to grow.Chemical production is characterized by poor working environment and complex operating conditions.The chemicals involved are inflammable,explosive and toxic.The high-risk processes involved are characterized by high temperature,high pressure and strong corrosion.The probability of accidents is high,the consequences are serious,and the impact on society is relatively large.The emergency plan plays a guiding role in the disposal of accidents.Therefore,it is an important guarantee for the safety production of chemical industry park to do a good job in the emergency plan management of chemical industry park.The main contents of this thesis are as follows:First,this thesis expounds the related concepts of emergency plan management in chemical park,and analyzes the necessity and urgency of emergency plan management in chemical park based on the life cycle theory and emergency management theory.Secondly,the author reviews the literature of emergency plan management at home and abroad,summarizes the latest research results of emergency plan management at home and abroad,and grasps the development direction of emergency plan management.Thirdly,based on the explanation of the main concepts and relevant theories,the thesis collects data extensively by consulting the relevant work summary documents and field investigation,and combing the current situation of emergency plan management in Huai’an chemical park.This thesis expounds the problems existing in the emergency plan management of Huai’an chemical park at present,and analyzes the causes of the problems based on the life cycle theory.Then,the emergency plan management modes of the United States and Xiangshui chemical industry park are compared and analyzed,so as to provide experience for the optimization strategy of the emergency plan management of Huai’an chemical park.Finally,the countermeasures and suggestions for improving the management of emergency plan in Huai’an chemical park are put forward from four aspects:rationalization of emergency plan preparation,scientific emergency plan exercise,standardization of emergency plan revision and specialization of emergency plan evaluation.
