With the development of social economy,the public attach more importance to the public service function,and the performance and optimization of the public service function,beginning with the reform of government system in our country,has also set off a upsurge.State-owned commercial banks,as state-owned financial institutions,are an important part of China’s financial market,play a central role in the stable operation of the national economy,and have a bearing on China’s financial system for people’s livelihood,having responsibility for the performance of public service functions.However,since the reform and opening-up,the domestic financial market has become more free and open,and state-owned commercial banks have gradually cast off their original roles in their operations,downplaying public interests,concentrating their operations in the field of market competition and aiming at maximizing their own interests,therefore,it is necessary to strengthen the public service function of state-owned commercial banks.By studying the performance of public service functions of state-owned commercial banks,we can strengthen the state-owned commercial banks’ attention to the performance of public service functions,enhance public approval,and promote the transformation of their own business development,boosting the sustainable and stable development of China’s economy under the new situation.From the perspective of Public Service Function of Bank of Communications Branch X,this paper studies the state-owned commercial banks public service function by consulting and sorting out the domestic and foreign research literature.Through the use of empirical investigations,summing up the current problems of Bank of communications branch X in performing public service functions,such as low awareness of Macroeconomic regulation and control economic adjustment function,lack of innovation in financial service mode,imperfect credit intermediary and creation function structure,and low enthusiasm in performing social responsibility function,seriously reduced the Bank of communications x branch level of public services.The main causes of these problems are the unclear understanding of public service function,the imperfect development of public service system,the lack of public service supervision mechanism and the low level of public service informatization.In view of the above reasons,through the comparative analysis method,drawing lessons from the advanced practices and experiences of foreign commercial banks in performing public service functions,it is suggested that Bank of communications branch x begin with clarifying public service functions,raising the level of public service culture,strengthening the supervision of performing public service functions and perfecting the safeguard measures of public service functions,etc.,take active measures to constantly improve the level of performing public service functions.
