Research On Improving The Biosafety Management System In China

The rapid development of biotechnology has not only brought great benefits to human beings,but also laid many hidden worries for the development of human society.From the Angle of non-traditional security,biological technology in the field of biological safety Samuel,major new emergent infectious diseases,biological genetic resources loss,alien biological invasion,as the threat of terrorism has touched the human security,biological factors,the complexity and uncertainty due to biological safety areas in the constantly expanding,biosafety research across many disciplines,more and more problems have been incorporated into the category of biological safety.The biosafety risks derived from the interaction between biosafety and ecological environment,human society and countries have seriously impacted the order of modern civilization,and biosafety has gradually become a global risk problem.In the face of severe biosafety situation,biosafety has been listed as a national security strategy by many countries in the world,focusing on prevention and control of biosafety risks and improving national biosafety governance capacity.President Xi Jinping’s remarks on national security,including biosafety,have made China’s overall national security concept more mature and perfect.At the same time,the Biosafety Law stipulates that under the guidance of the overall national security concept,China’s biosafety should be maintained.In the aspect of legal system construction,the biosafety law has established the basic biological security risk prevention and control system,but in the process of biological safety management,coordination is necessary to reform the management system of multiple participation in our country,has not yet formed intensification of public health safety risk control mechanism led to frequent,public participation system is not fully into the risk control system,many departments,multidisciplinary collaborative management system needs to be perfect,biological science and technology ethics seriously challenge the legitimate social order.Therefore,in the face of the complex biological security threat situation,promote the biological safety management work still need to strengthen national biological safety strategy of the top-level design,construction of biological safety management system,clear biological safety principles of legal system,governance mechanism as the key,comprehensive play the governance efficiency of science and technology innovation and multiple participation by fate of biological safety of deepen international cooperation to build a global community.This paper is mainly divided into four parts.In the first part,by clarifying the concept of biosafety governance and biosafety governance system,it further analyzes the necessity of establishing and improving the biosafety governance system in China.The second part provides feasible suggestions for improving China’s biosafety governance system by examining the governance experience of the EU,the United States,Australia and other countries in the field of biosafety.The third part analyzes the main dilemmas of public health,biosafety information and biotechnology ethics in the process of biosafety governance in China.The fourth part puts forward suggestions to improve the problems in the process of governance from the system level.Biosafety is an important element in the national security system.Integrating biosafety into national security not only enriches the national security system,but also provides a path choice for national biosafety governance from the height of top-level design.Therefore,in the process of steadily promoting biosafety governance,China should take the national security concept strategy as the guide,grasp the people-oriented governance direction,strengthen the support of scientific and technological innovation,standardize the ethical review of biotechnology,promote the collaborative governance of multiple subjects,and jointly build a global biosafety community with a shared future.
