The United States has long imposed a series of severe sanctions on Iran and North Korea in areas such as finance,trade,energy and personnel in order to force them to stop their nuclear activities.Iran and North Korea have also taken various measures to resist international sanctions,tried their best to weaken the impact of sanctions and safeguard their own interests.Through a comparative analysis of American sanctions against Iran and North Korea,this paper discusses how the United States is engaged in a dynamic game with Iran and North Korea on the means,strength and effectiveness of sanctions and the measures,strength and effectiveness of counter-sanctions.By studying the impact of different sanctions on the two countries,this paper compares the effects of sanctions and analysis of the reasons.At the same time,according to the main strategies and measures adopted by Iran and North Korea to evade or mitigate the impact of sanctions,this paper analyzes the differences in the effectiveness of anti-sanctions between the two countries,so as to evaluate whether the US sanctions are effective and convincing.The paper finds that in order to achieve different policy objectives and considering different factors,the United States has adopted different means of pressure despite showing the same attitude towards the two countries’ nuclear issues.The two countries also differ in their nuclear objectives and foreign policies due to their differences in geographical factors,national conditions,economic potential and energy resources.Because of the above reasons,there are also differences in the effect of US sanctions against Iran and North Korea,that is,the trump government’s extreme pressure strategy has made some progress in the goal of sanctions against North Korea.Even if it has not directly achieved the goal of abandoning North Korea’s nuclear weapons,the existence of sanctions has greatly increased the cost of North Korea’s development of nuclear missile projects,making North Korea return to the negotiating table.On the other hand,its isolationist sanctions strategy is more effective for Iran.Although it fails to achieve the political goal of subverting Iran’s political system or forcing Iran’s economy to collapse,it has plunged Iran’s economy into crisis and prompted it to rethink its confrontational attitude toward the united states-led West. |
