The Research On The Behavior Of National Security Review Under The "Negative List" Model Of Foreign Investment

The tendency of economic globalization and inter-regional market integration continues today.International investment and trade is still one of the most effective means for countries to promote economic development.China insists on deepening opening and then improving the level of opening to build a good business environment.In the field of attracting foreign investment,the government has to adhere to the spirit of the openness and inclusiveness and pursue investment liberalization,so that the foreign investment can play a full role in China,at the same time to stimulate sustained economic growth and promote industrial transformation and upgrading.The national security review of foreign investment is to set a bottom line for the introduction of foreign investment,so that we can make full use of foreign investment,and at the same time maintain China’s national security.In this article,through analyzing the current situation and existing problems of our country’s national security review,the author creates the build game model and the main game of the game type,by building a game model to further study the foreign investment "negative list" national security review under the mode of behavior,and puts forward to establish and perfect a sound,standardized and transparent,peer-to-peer,predictable national security review for foreign investment enterprises and our country to establish a long-term good stable "investment,normative review" relations of cooperation,and can effectively reduce the possibility of acts infringing on national security.Based on the analysis of the game results,the paper puts forward countermeasures and suggestions for China’s national security review,and hopes that the country can build an international national security review to meet the actual needs of China’s development as soon as possible.Based on the supervision mechanism of foreign investment "negative list",to construct a sound,standardized,transparent,equivalent and predictable national security review can effectively close loopholes in the management of foreign investment "negative list",control the risk of the introduction of foreign investment,achieve a higher level in our country’s opening up,contribute to the establishment the new pattern of common development and circulation of international and domestic markets and help our country to cooperate at a deeper level in the field of international investment.
