The Predicaments And Countermeasures Of Social Organizations Participating In Environmental Governance

With the increasing development of economy,social organizations have developed well under the institutional framework constructed by the government.The practice level of participating in environmental governance has been continuously improved.However,it is undeniable that social organizations are still facing different degrees of difficulties in internal construction and external development environment.The literature research method,the comparative research method and the case analysis method have been uesd in this study.Through the analysis of three typical environmental public interest litigation case,we can know that social organizations still facing many difficulties.The difficulties faced by social organizations can be attributed to a strict plaintiff standard and imperfect legal system.This article believes that the reasons for the above dilemma can be attributed to the reasons of the macro policy and the reasons of the social organization’s own capabilities.By analyzing and drawing on the existing practical experience of developed countries such as the United States,the United Kingdom,and Japan,and combining with my country’s specific national conditions,this article proposes to strengthen the self-construction of social organizations;strengthen the institutionalization of social organizations;improve preferential tax policies;and focus on the government purchase system.In order to strengthen cooperation with the government and strengthen cross-field cooperation,we will start to solve the above-mentioned practical dilemmas,thereby realizing the rapid development of social organizations’ self-construction and participation in environmental governance.
