A Case Study On The Multi-governance Of Municipal Solid Waste Classification In Deyang City

With the development of social economy,the garbage problem is becoming more and more obvious.The environment hidden danger brought by the garbage problem has become the restriction factor of the new urbanization development in our country.In recent years,government departments have frequently issued policies to promote the municipal solid waste classification system.The “2017 Implementation Plan for Municipal Solid Waste Classification System” requires 46 major cities,including Chengdu,Guangyuan and Deyang in Sichuan Province,to implement municipal solid waste classification system.In addition,the classification and treatment system of municipal solid waste should be established according to local conditions by the end of2020.This paper takes the opportunity of performing the municipal solid waste classification system in Deyang City,makes a case study on the multi-governance of municipal solid waste classification in Deyang City.It describes the involvement by government,enterprises,schools,community and residents,carried out residents questionnaire survey on municipal solid waste classification.The paper focuses on the influence of government guidance factors,enterprise profit factors,school education factors,community coordination factors and residents’ public awareness cultivation factors on the municipal solid waste classification in Deyang.It mainly analyzes the transformation of government leading and guiding functions,enterprises seek a balance between profit and public welfare,students reverse education parents,the community communicates information to the government,the importance of cultivating residents’ public consciousness.It constructs a three-dimensional model of municipal solid waste classification multi-governance,and obtains many inspirations,including the government is the leader of multi-governance and residents are the core of multi-governance,which can provide reference for other cities’ work of municipal solid waste classification.There are six chapters in this paper.The first chapter mainly discusses the background of the topic,the research situation at home and abroad and the research theory and method of this paper.The second chapter analyzes the typological characteristics of this case study.The third chapter describes the participation of the government,enterprises,schools,communities,residents in multi-governance of the municipal solid waste classification.The fourth chapter focuses on the influence factors of multiple subjects in multi-governance of the municipal solid waste classification in Dayang city.The fifth chapter mainly refined the revelation of the case study.Chapter six is summary and prospect.
