| In recent years,under the strong promotion of marketing reform and government administrative reform,“Government Purchase Services”has been widely promoted in our country,It has become one of the most effective measures to change government functions,improve government’s administrative efficiency,optimize business environment development and promote efficient configuration of resources.Since the18th Party Congress,local governments generally start exploring“Government Purchase Services”pattern under the promotion of relevant functional departments.The scope of purchase has covered many fields of public safety,and the safety technical service of geological hazard control also belongs to the public safety service purchased by the government.Geological hazard control in grass-root level is confronted with two serious contradictions.One is between the arduous tasks and the feeble forces;the other one is between the high technical requirements and the lack of comprehensive capacities.“Government Purchasing Services”from the third parties has become the effective way to resolve these two contradictions.However,due to less theories of“Government Purchase Services”and technical security services of geological hazard control,local governments are short of theories and experience in the process of purchasing safety technical services for geological disaster prevention and control,lead to the policy of purchase item is unscientific,the purchase implementation process is lack of standardization,and the service quality is insecurity.These matters have become an important consideration influencing the continuous and steady promotion for local governments purchase of technical security services of geological hazard control,which must be settled in order to advance the standard of government purchase of technical security services of geological hazard control and put geological hazard control in grass-root level into practice.The paper put to use literature study,case study,interviewing,applied administration,public management and other subject knowledge,in accordance with new public management,theory of public choice,agency theory,to learn the cases about Jin Tang government purchases of technical security services of geological hazard control.Through analyzing and summarizing the key practices and results of project approval decision,subject selection and quality control in the purchase of services,to obtain the experience and enlightenment from government purchase of technical security services of geological hazard control.Through induction and summary,this paper believes that in the process of government purchase of public security services,three key measures should be implemented to ensure the successful implementation of service projects and achieve the established goals.First,the scientific decision-making of project establishment should be improved to ensure the smooth implementation of public security services.Second,we should strictly select the subjects to undertake projects and improve the capacity of public security services.Third,we should control the service quality well and promote the realization of the service value of public safety.Finally,this paper hopes that the successful experience of Jin Tang government purchase of technical security services of geological hazard control can provide references for other local governments in China. |
