| Since the 1980s,China has been accelerating the process of urbanization.In order to maintain family livelihoods and to give families a better life,a large number of laborers in remote and impoverished areas have poured into cities and developed areas to work because of economic and household registration restrictions.For other reasons,they do not have the conditions and energy to take their children with them.The children who are forced to stay in the place where their household registration is located form a huge special group of left-behind children.Left-behind children will exist for a long time because of the special urban-rural dual structure in our country.Therefore,studying left-behind children and solving the problems related to left-behind children are related to the physical and mental health of left-behind children,the construction of a harmonious society,and the development of economic society.With the basic achievement of a comprehensive well-off society,Chinese society has entered a new era,and the problem of left-behind children has also entered a new stage.Under the new situation,left-behind children present new problems,and the care of left-behind children faces new challenges and has new requirements.This article uses literature review,questionnaire surveys,case interviews and other methods to investigate and research left-behind children,teachers,parents,and cadres in Bazhong City by issuing questionnaires,telephone interviews,face-to-face discussions,etc.,and deeply analyze the existing left-behind children in Bazhong City.Under the child care service,the main problems of left-behind children.From the perspectives of public governance theory,national paternity theory,and Maslow’s hierarchy of needs,the existing care measures in Bazhong are studied,problems are found,the causes are analyzed,and specific and feasible countermeasures and suggestions are put forward in combination with actual conditions to improve left-behind children’s Caring for effectiveness.The study found that Bazhong City mainly adopted measures to care for left-behind children by establishing a care service system for left-behind children,carrying out care activities for left-behind children,and guiding the participation of the whole society.Judging from the results of a sample survey of left-behind children,the effect of care is not satisfactory.Children still have "seriously insufficient family investment in learning,lack of pertinence and effectiveness in school education;urgent improvement of nutritional diet and sanitary conditions in life;lack of richness and fun in after-school activities;lack of high-quality communication and guidance psychologically;Lack of correct guidance and correction constraints" and other issues,from the perspective of public management disciplines to analyze the problems and reasons in the care services for left-behind children in Bazhong City.First,the care service system is not sound,the second is insufficient investment in public services,and the third is the allocation of public resources.Uneven.In order to improve the effectiveness of caring for left-behind children in Bazhong City,based on actual work,we put forward three countermeasures and suggestions for increasing the investment of public resources,optimizing the growth environment;strengthening tripartite responsibilities,improving the management system;innovating the management model and improving the level of care. |
