The Impact Of Public Administration’s Ecology And Official Characteristics On Regional Innovation Performance

Regional Innovation plays a core role in the overall situation of China’s Modernization Construction.The research on the Regional Innovation Performance from the perspective of Administration,which is the essential requirement of China’s Innovation-Driven Development Strategy and improving the core competitiveness of local governments.Previous studies have confirmed that Regional Innovation Ecosystem is conducive to improving Regional Innovation Performance,and economists have also confirmed the correlation between official characteristics and economic growth and development.Based on this,this thesis studies the relationship among Public Administration’s Ecology,Official Characteristics and Regional Innovation Performance From the professional point of view.On the basis of literature review,this thesis constructs a theoretical analysis model of "Public Administration’s Ecology-Official Characteristics-Regional Innovation Performance".After measuring each variable with alternative indicators,this thesis selects the official statistics from 2013 to 2017 to construct a balanced panel of 155 samples from 31 provinces and regions,and uses stata15 software to carry out quantitative analysis on the research objects,and finally obtains four research conclusions.The results show that:(1)the level of Public Administration’s Ecology has a positive impact on Regional Innovation Performance;(2)there is an inverted U-shaped curve relationship between the age,tenure and Regional Innovation Performance,that is,when officials are younger or at the beginning of their tenure of office,they are more willing to contribute to the improvement of Regional Innovation Performance,and will be in the average age and tenure;(3)the impact of education endowment and experience on Regional Innovation Performance is positively regulated by Public Administration Ecological factors.In the case of low-level Public Administration’s Ecology,the impact of education endowment and experience difference on Regional Innovation Performance is weaker than that in the case of high-level Public Administration’s Ecology;(4)The impact of different levels of Public Administration Ecology and the characteristics of different types of officials on Regional Innovation Performance is also different in the Eastern,Central and Western Regions--the Regional Innovation Performance of the Eastern Region benefits more from the capital and technical resources of its market innovation subject,while the Regional Innovation Performance of the Central and Western Regions depends more on the good Public Administration’s Ecology and local officials’ enthusiasm for innovation.Based on the empirical results,this thesis puts forward four policy suggestions to improve Regional Innovation Performance.Firstly,the local government should pay attention to the construction of regional coordination and improve the Public Administrative Ecosystem of local government.Secondly,the authority of civil servants should improve the civil service promotion assessment system,and pay attention to the innovation motivation of civil servants’ age and tenure in time.Next,the authority of civil servants should also improve the training system of civil servants so that the professional education and work experience of officials can be valued.Finally,we should break the concept of lack of innovation in government departments and pay attention to their enthusiasm for innovation.
