An Empirical Study On Improving The Operational Mechanism Of Gansu Chinese Medicinal Materials Geographical Indication Industry Association

The traditional Chinese medicine industry in Gansu Province is not only a pillar industry in Gansu,but also the focus of poverty alleviation in rural Gansu.Gansu Province actively promotes the development of the traditional Chinese medicine industry and protects Gansu Chinese herbal medicine as geographical indications.However,the protection of Gansu Chinese herbal medicine’s geographical indications has the problem of focusing on application rather than protection.Relying on the government alone cannot adequately protect the geographical indications of Gansu Chinese herbal medicine.It is necessary to give full play to the advantages of the Gansu Chinese herbal medicine Geographical Indication Industry Association to protect the geographical indications of Gansu Chinese herbal medicine.At present,the Gansu Chinese herbal medicine Geographical Indication Industry Association is developing slowly,which is not conducive to the protection of Gansu Chinese herbal medicine Geographical Indications.Therefore,the Gansu Provincial Government needs to further strengthen the establishment of Gansu Chinese herbal medicine Geographical Indication Industry Association.This article mainly adopts the method of empirical research,through investigating Gansu Provincial Market Supervision Administration,Longxi Market Supervision Administration,Longxi Chinese Medicinal Materials Industry Development Bureau,Longxi Shouyang Chinese Medicinal Materials Industry Association,Qingshui Pinellia Association,and Jingyuan Chinese Wolfberry Association.Analyze the status quo and existing problems of Gansu Chinese herbal medicine Geographical Indication Industry Association’s operating basis,the relationship between the association and the government,the association’s internal decision-making mechanism,the association’s internal supervision and restraint mechanism,the association’s incentive mechanism,and the association’s service mechanism.Draw lessons from the successful experience of Suzhou Yangcheng Lake Crab Association and Hangzhou West Lake Longjing Tea Association in the protection of geographical indications,and combine the problems of the Gansu Chinese herbal medicine Geographical Indication Industry Association,and propose countermeasures to improve the Gansu Chinese herbal medicine Geographical Indication Industry Association,including perfecting the basis for the association’s operation and handling the relationship between the government and the association properly,improving the association’s internal decision-making mechanism,strengthening the association’s internal supervision,improving the association’s incentive mechanism,and improving the association’s service mechanism.Through the improvement of the Gansu Chinese herbal medicine Geographical Indication Industry Association,we will protect the Gansu Chinese herbal medicine Geographical Indications better and promote the development of the traditional Chinese medicine industry in Gansu Province.
