The Study Of Fuzhou Minqing Cigarette Regulation Research Based On "Internet+"

In recent years,with the rapid development of China’s economic and social development,the government’s public management level and capacity need to be improved.The era of "Internet Plus" urgently needs the government to perfect the supervision system,meanwhile,it also provides an important opportunity for the transformation and upgrading of the level of supervision in relevant departments.Establishing a perfect regulatory-oriented government should be at the integrating "Internet-regulation" and "Regulation-Internet” process.In the era of " Internet Plus ",the government must go beyond the previous " market controlling " model and strengthen and improve market supervision while reducing control.In order to achieve the continuous and effective regulatory goal under the situation of “a surplus of a large amount of information ",the government needs to rely on the leverage of information technology,straighten out the relationship between the nodes and subjects of the network,innovate the regulatory system mechanism,improve the government’s law enforcement and supervision ability,maintain the market order of fair competition better and broaden the development space of the new business mode of "Internet plus".Objectively speaking,the Internet has become an important industry that can affect the way of China’s economic and social development and change the way that people live in.Under the background of "Internet +",it has become an urgent problem for tobacco departments at all levels to use the "Internet plus" tools to innovate the cigarette market supervision model,enhance the cooperation between departments,improve the supervision and service level,and crack down on tobacco related illegal and criminal activities.This paper takes Fuzhou Minqing "Internet Plus" cigarette market regulation as the research object,based on the governance theory and information asymmetry theory,by means of Minqing cigarette market regulation status of a large number of field investigation and interview,and probes into its existing problems.First,the traditional approach is difficult to adapt to the new situation.Second,the key business forms are gaining more regulatory difficulties.Third,there is a "information island" effect within collaboration between regions and departments.Forth,the utilization of the information of cigarette-related case is inefficient.Fifth,the crackdown on cigarette-related cybercrime is weak.Sixth,the regulation mode and technology are outdated.This paper carefully analyzing the cause of problems.First,the monopoly industry lacks competitive ability.Second,the collaboration regulation mechanism of "Internet Plus" is insufficient.Third,the performance to inspiring employees to use "Internet Plus" regulation is insufficient.Forth,the support of the "Internet Plus" regulatory laws and regulations system are not perfect.Fifth,the illegal cost of dishonest retail customers is low.Furthermore,this paper compares and draws on the advanced experience in Zhejiang,Guangdong,Hunan and other tobacco sectors.On this basis,this paper aiming at the existing problem of Minqing cigarette market regulation and cause,puts forward the corresponding countermeasure thinking.First is to build county Internet Plus cigarette market regulation information platform.Second is to build a safe and efficient county transverse information sharing mechanism between regulators.Third is to strengthen the market regulation efforts on the cigarette-related cybercrime.Forth is to promote monopoly team to use the “Internet Plus” regulation ability.Fifth is to perfect the regulation methods on cigarette-related credit.
