| Strategic emerging industries lead and drive the long-term economic and social development of a country or region.Under the Post Financial Crisis Era,the revitalization of emerging industries is still regarded as one of the important pillars of China’s regional development.For example,in September 2010,the State Council issued the decision of the State Council on accelerating the cultivation and development of strategic emerging industries,pointing out that strategic emerging industries are an important force to guide future economic and social development.In response to the call of the state,all localities have accelerated the recruitment of strategic emerging industries.In this process,some local governments show the behavior of "blind competition".They rely on the introduction of various land,tax,financial and other policies to "open the green light" for enterprises all the way.Although these policies and measures can improve the scale and efficiency of strategic emerging industries rapidly in the short term,they lead to excessive "false fire" in the industry in disguise.Without the real core technology,the reliability of related products can not meet the standard,and the future development of the industry is out of the question.It can be said that the current implementation of some strategic emerging industrial policies has not achieved the central government’s expectation of "reflecting the important role of innovation in industrial development",but also caused waste of financial resources of local governments to a certain extent.From this realistic background,this study focuses on the answer: how do local governments use industrial policies to promote the development of strategic emerging industries?Based on the analysis of the current emerging industry policy,this paper summarizes two main strategic tools used by the government to promote the development of emerging industries.Second,the focus of industrial policy research should be shifted to explore how to effectively implement industrial policy.In this research direction,a small number of scholars answer from the theoretical level: what kind of industrial policy do we need? Even so,the existing research still has some deficiencies.On the one hand,most scholars are limited to the perspective of using policy tools,and lack of consideration of the objectives of policy tools.On the other hand,they focus on the normative discussion of industrial policy,and lack of empirical research on the implementation level.Therefore,this paper takes "policy tool innovation value chain" as an analytical framework to explore the research issues from two dimensions of means and objectives.This paper mainly uses the method of case analysis.First of all,through in-depth interviews,Internet retrieval and other ways to collect relevant information and data.Secondly,it combs out the development process of geographic information industry in Deqing County,the goal of industrial policy,the characteristics of using industrial policy in practice,and tries to summarize the mechanism of using industrial policy to stimulate the development of geographic information industry in Deqing County.Finally,the paper turns the research perspective to a more micro perspective,uses NVIVO 12 plus software to make a text analysis of Deqing County’s geographic information industry policy,focusing on the characteristics of Deqing County’s geographic information industry policy.Through the study of Deqing County’s geographic information industry policy,this paper finds that Deqing County’s geographic information industry policy focuses on "R & D investment" and "technological innovation".As talents and enterprises are the important subjects of these two links,Deqing County adopts gradient method in policy design and implementation to ensure the maximum effect of the policy.At the same time,most of the policies issued by Deqing County tend to use indirect methods,which is embodied in the use of a large number of "financial" and "strategic measures" in Deqing County.Based on the research of this paper,this paper believes that the cooperation and reciprocity mechanism between government and enterprises is an important guarantee for local governments to successfully promote the development of strategic emerging industries by using policies.Among them,government enterprise cooperation is the way adopted by local governments to formulate industrial policies,and reciprocity is the goal to be achieved after the implementation of industrial policies.In order to ensure that the means of cooperation eventually lead to the results of mutual benefit,the formulation and implementation of industrial policies need to meet the following two conditions: first,the government and enterprises sign cooperation agreements in advance;second,the formulation and implementation of industrial policies should reflect the delicacy and dynamic.In general,compared with the existing research,this paper adds the empirical research at the implementation level to supplement and improve the existing research conclusions. |
