"The Fourteenth Five-Year Plan for National Economic and Social Development and Outline of Long-Range Goals for 2035" of China formulated and promulgated in March 2021 clearly stated that " Improve the social credit system,strengthen the collection,sharing,disclosure and application of credit information,and promote credit products and services that benefit the people and enterprises.Establish a sharing and integration mechanism for public credit information and financial information." It can be seen that China has raised the construction of the social credit system,including the construction of a credit information sharing platform,to the level of important plan and long-term development goals.As the development of the credit economy in our country has matured,different types of social entities have pay more attention to the credit information.In particular,credit information sharing plays a key role in solving the problem of "information asymmetry",breaking the "information isolation island" and "departmental barriers",and jointly encouraging and punishing,and also plays a positive role in creating credit environment and cultural atmosphere.Therefore,in recent years,local governments have been taking a different operating mode of the construction,regional credit information sharing platform for innovation,exploration,as the core content of the social credit system,and investing a lot of manpower,material resources,and financial resources,to make it become a new means of government social management,new ways to improve the business environment,and new measures to improve people’s livelihood.Zhangjiakou City has been actively exploring the regional credit information sharing platform very early.Since 2010,relying on the local People’s Bank of China,it has started to establish the prototype of a regional credit information sharing platform-"One Network,One Database and One Platform".Therefore,it was identified as the "National Pilot Zone for the Construction of Small and Micro Enterprise Credit System" in 2014,which is at the forefront of the country.Through the study of Zhangjiakou City’s credit information sharing platform,this thesis systematically expounds the necessity of the construction of the platform,target orientation,framework,functions,data collation and scenarios application,and finds out the problems existing in the platform’s current legal system,data collection,operation and maintenance assurance,scenario application,and information security.Secondly,this thesis further sorts out and compares the construction of regional credit information sharing platforms in Taizhou,Suzhou,and Shanghai,which are advanced regions in China.The SWOT analysis method is used to make an in-depth comparison of construction and development between different modes,and to dig out the experience and practices that can be used for reference.Finally,in view of the shortcomings of Zhangjiakou City’s credit information sharing platform construction,this thesis puts forward five proposals which are selecting the platform construction and operation mode in line with the local reality,creating the legal environment and cultural atmosphere for the platform construction,expanding the depth of the platform information mining and the scope of the scene application,improving the platform security technology support and the main rights and interests protection,strengthening the platform’s foreign cooperation and talent team construction.It is hoped that this thesis can play a role in planning and boosting the development of Zhangjiakou City’s credit information sharing platform,and provide some reference for the construction of regional credit information sharing platform in the future,especially for the construction of post-development regional platforms,and be of benefit to the construction of national social credit problem research.
