As an important business of public security organs,the main purpose of receiving and dealing with police is to serve the people.Starting in the 90 s,after a 110 call service desk set up across the country in our country,the police must meet,and rapid processing,to 110 the number into the masses of the people are aware of the emergency number,at the same time,the public security organ during the period,and the links between the people closer,enhances people’s sense of happiness,security and access.However,with the passage of time,the needs of the society and the people become more and more diversified,and the invalid alarm situation frequently occurs,which makes the police reception and handling work of China’s public security organs become very delicate and tedious.On the one hand,a large number of non-emergency relief and dispute alarm situations reduce the ability of the public security organs to deal with crimes and ensure social security and stability;On the other hand,the irregular law enforcement behavior in the process of receiving and dealing with police intensifies the contradiction between the police and the people to some extent,and the police’s law enforcement authority is threatened.Therefore,it is necessary to explore this phenomenon and the reasons behind it.This paper takes Y County of Taiyuan City as an example,adopts field research method,case study method and other research methods,and studies the 110 police reception and disposal work of Y County of Taiyuan Public Security Bureau under the guidance of the theory of limited government and new public service theory.It is found that the Public Security Bureau of Y County not only gives full play to the functions of maintaining social order and cracking down on crimes,but also meets the needs of the public at any time in the actual work of receiving and handling 110 police officers.At the same time,it explores the business model suitable for the development of The Times: for example,it gradually establishes and improves the 110 response alarm system,and coordinates with the local government departments to develop the social emergency linkage working mechanism,aiming to reduce the proportion of non-police type alarm,and other experiences worth learning and promotion.However,there are also many disadvantages,which are as follows: the increasingly wide range of alarm calls is reflected in the acceptance of a large number of non-police alarm situations and the existence of invalid alarm situations;The lack of law enforcement standardization mainly exists in the aspects of receiving and dealing with police,feedback,return visit,etc.The poor internal and external linkage is mainly manifested in the shortcomings of the 110 reception and handling police flat system,the internal defects of the public security organs in crossing the police barriers,and the poor effect of social emergency linkage application.According to the above problem,this paper argues that further seek ways to optimize 110 Jie Chu Jing Y county public security work,from 110 Jie Chu Jing promote Jie Chu Jing standardization service concept,perfecting the legislation,clarify the Jie Chu Jing accepts the scope,strengthening,promoting Jie Chu Jing combat command,perfect 110 flat work system,advocating "a long three shifts" Jie Chu Jing whole flow mechanism,vigorously promote of government-led social linkage,measures of improving the public participation enthusiasm to promote 110 Jie Chu Jing work of optimization. |
