As an important means of allocating social resources and regulating the conflicts of citizens’ interests,public policy should be fair and reasonable.However,if public policies are only made by a few officials and lack the orderly participation of citizens,then such public policies will inevitably not express the true wishes of citizens,nor can they be implemented smoothly.In the end,they can only run counter to the original goals of public policies.Social capital theory is a new concept that only appeared in the1980 s.Once the theory was proposed,scholars at home and abroad have elaborated on it in depth from different perspectives.The social capital theory with "trust,reciprocity norms and civic participation network" as its core elements has not only become a new method of analyzing social issues,but also provides a new perspective for us to study civic policy participation.Social capital theory originally belonged to the research category of sociology and was studied and utilized by many sociologists.The first to introduce social capital from the field of sociology to the fields of democratic politics and public policy for research was Harvard University professor Robert Putnam.After 20 years of follow-up investigations on the performance of the northern and southern governments of Italy,Putnam believes that the civic community and public spirit are the key factors that cause the differences in the performance of the northern and southern governments of Italy."Get Up" this great book.In this book,Putnam elaborated on the theory of social capital and aroused widespread attention from domestic and foreign scholars.The development and improvement of social capital theory provides a good starting point for the study of citizen policy participation.This article takes Putnam’s social capital theory as the theoretical basis,starting from the elements of trust,normative elements of reciprocity,and elements of citizen participation in network capital,and conducts an in-depth analysis of the compatibility of social capital theory with the participation of Chinese citizens’ policies.From the perspective of analyzing the problems existing in our country’s citizen policy participation,it puts forward a number of targeted optimization suggestions in order to promote our country’s citizen policy participation on the track of institutionalization,scientification and democratization.In each link of the public policy process,due to the lack of effective citizen participation,the final policy effect of public policy deviates from the original policy goal to a certain extent.The author believes that from the perspective of social capital,the lack of trust capital leads to a lack of trust among policy stakeholders,the lack of reciprocal normative capital hinders citizen policy participation,and the underdeveloped citizen participation network capital makes citizen policy participation low.These problems All have caused serious obstacles to the improvement of our citizens’ participation in policies.In response to the above problems,the author proposes a number of optimization paths from the perspectives of trust capital,reciprocal normative capital,and citizen participation in network capital.Specifically,they include consolidating trust capital,reconstructing mutual trust between policy stakeholders,and increasing reciprocity Measures such as regulating capital,strengthening civic awareness,and vigorously cultivating social organizations,with a view to exerting the positive effects of social capital on the participation of Chinese citizens in policy,thereby improving the quality of participation in policies of Chinese citizens.
