Since the founding of the People’s Republic of China,China’s economic system has gone through two major stages: the planned economic system and the market economic system.After entering the market economic system stage,how the people’s governments at all levels should be in power,how the state-owned enterprises should be reformed,and how the state-owned assets should be used have been discussed,and the relationship between government and enterprises has been the focus for many years.The government should open up the state-owned enterprises and let them adapt to the market alone.At the same time,if we want to make state-owned enterprises become pillar enterprises,how to carry out enterprise reform is the top priority.In view of the reform matters and the problems in the reform,the state has also issued a series of policies.At the beginning of 2013,the Party Central Committee began to formulate a new round of reform plan.First,it carried out the reform of government institutions,determined the responsibility boundary of government institutions,and then divided the government functions,using the system to ensure the efficient operation of the administrative system.The Third Plenary Session of the 18 th CPC Central Committee clearly pointed out,we should speed up modernization in terms of national system and government capacity.We should let the market judge freely and reduce the intervention of visible hands.The Third Plenary Session of the 19 th CPC Central Committee fully affirmed the spirit of the Third Plenary Session of the 18 th CPC Central Committee,and decided to deepen the reform of system and mechanism and continue to promote the reform in depth.In the implementation of the spirit of the higher authorities on institutional reform,Shanxi Province should carry out the reform,especially in the field of transportation.Combined with the terrain characteristics of Shanxi Province,it is necessary to build a "three vertical,twelve horizontal and twelve ring" composite transportation thoroughfare and create a modern characteristic traffic management system.Shanxi has a saying of "exterior and interior mountains and rivers" since ancient times.Taihang Mountain in the East,Lvliang mountain in the west,and a string of pearl shaped basins in the middle.The terrain is very complex,so transportation is an important vein of Shanxi.In the implementation of the spirit of the higher authorities on institutional reform,Shanxi Province should carry out the reform,especially in the field of transportation.Combined with the terrain characteristics of Shanxi Province,it is necessary to build a "three vertical,twelve horizontal and twelve ring" composite transportation thoroughfare and create a modern characteristic traffic management system.Therefore,under the background of changing government functions and deepening the reform of administrative system,this paper discusses the mode of Shanxi’s traffic management system from the perspective of government and enterprise,based on the current situation that Shanxi’s compound traffic does not match the single overlapping management system.Based on the new public management theory and polycentric governance theory,this paper first combs the development process of the national and Shanxi traffic management system,then studies and analyzes the operation mode of Shanxi’s current traffic management system,finds out the existing problems and summarizes the characteristics of the problems,and finally combines with the development experience of other provinces and cities,In order to achieve the overall goal of clear rights and responsibilities of government and enterprises,conflict mitigation and efficiency improvement,the paper puts forward the management system reform suggestions and measures matching with Shanxi composite transportation. |
