| In recent years,the introduction of the rural revitalization strategy has made more and more grass-roots governments pay more attention to the transformation of the rural governance pattern,and has also promoted the grass-roots government to pay more attention to the importance of the pluralistic subjects of rural governance.More and more regions have successively established various County Sage organizations,such as County Sage Council,County Sage Counselors,etc.,aiming to fully mobilize the role of multiple subjects in rural governance through County Sage groups.The returning elites are inseparable from the various problems in rural governance.Concentrating the elites to form a rural council to participate in rural governance has become the most effective way to solve the dilemma of rural governance,and it has also seen new reforms in rural governance.Hope.The substantive significance of the township council coordinating the village is to make suggestions and contribute to the revitalization of the village through the vision,knowledge,experience and resources of the returning elites.From the perspective of governance mechanism,the co-governance of villages and ethics council is to add new subjects,new impetus,and new directions to rural governance.It is an effective practice of the rural governance system and mechanism based on the socialist legal framework with Chinese characteristics.This article is based on the theory of multi-center governance,the concepts of New County Sage and County Sage Council,through combing relevant literature,field research,using questionnaires,in-depth interviews,etc.,adopting case analysis,literature research,survey interviews and other methods.The specific practice of the County Sage Council of Danling County participating in rural governance was analyzed and researched in detail,and on this basis,the problems and causes of the County Sage Council of Danling County in the collaborative governance of the village were analyzed,and further suggestions were made.Deepen the countermeasures and suggestions of the County Sage Council to coordinate the governance of the countryside.The results of the study indicate that the County Sage Council’s collaboration with rural governance can help improve rural governance capabilities,promote the rational distribution of rural industries,harmonize rural neighborhood relations,and enrich rural cultural life.At present,the main problems are that the mainstay of the governance body is insufficient,the governance structure needs to be improved,the scope of governance coverage is not wide,and the linkage of governance mechanisms is not strong.The main reason is that the guarantees of the four aspects of organization,system,talents and culture have not kept pace.Therefore,we should strengthen cultural cultivation,system security,talent security,and organizational security,and ensure that the County Sage Council wants to do,dares to do,good at doing things,and do things right,and actively plays the active role of the County Sage Council in rural governance and continuously improves the rural areas.Modernization level of governance system and governance capability. |
