| With the economic development of China,the road freight industry witnesses dramatic upgrade concurrently.Impelled by economic interests,however,a growing number of truck driver takes risk,and chooses to overload so as to maximize the profits.The overload of road freight has not only put the road infrastructure at dangerous edge,impaired the public good.It is also harmful to the safety,either property or life,of citizens,let alone the order of freight market.It is globally acknowledged that the governance of overload is a challenge that is yet to be tackled.To solve the problem,Chinese government launches a basket of policies,and operates several acts throughout the country.These deeds,though effective to some extent,still fail to solve the problem of overload completely,owing to some real facts.By referring to massive literature,both domestic and overseas,on the research on governance of overload,combining with the theory of external effects and multicentre governance theory or so,this research firstly illustrates the contemporary facts of management of overloading in Meishan city,and gives a thorough generalization of measures involved.Next,through deeply diving into the source of road freight and conducting field research on related supervisors,the first-hand material is acquired.On the foundation of this first-hand material,this research summarizes some problems reflected by the management of overloading of Meishan city,together with other four issues of the management,which are,cannot deal with the problem well in the very beginning,the policies provided are not practical,the omission of enough enforcement power and the lack of abundant measures.Lastly,this research seeks to refer to some general paradigmatic models of dealing with the problem of overloading,that is,to use more technology,provide more tolerating culture for those managers and enforcement power,legislation of forbidding overloading and establish association,this research,hopefully,can prove to be of some value to future governance of overload Meishan city. |
