The development of the Internet has helped the public sector to promote e-government reform.At the same time,it has a huge temptation for public officials especially grass-roots ones,which is easy to induce cyber-loafing and reduce work efficiency.High Commitment Working System is an important practice of strategic human resource management,including fair selection,enrichment training,performance incentives,career security,multi-participation,and many other human resource management measures to help organizations establish a commitment-based organizational atmosphere,thus has an impact on employee’s attitudes and behaviors.Psychological empowerment is an employee’s cognitive assessment of the organizational climate or leadership style,and this perception affects the employee’s attitudes and behaviors.Therefore,this study focused on public sector employee’s cyber-loafing behavior,by searching into grass-roots public officer group,to explore the relationship between the public sector high commitment working system and cyber-loafing,and the intermediary role of psychological empowerment.The results show that there is no significant linear correlation between high commitment working system of the public sector and the passive cyber-loafing of public officials;there is a significant negative causal relationship between HCWS of the public sector and the active cyber-loafing of grass-roots public officials,and psychological empowerment plays a part in mediating.This study also proposes further research directions and management recommendations based on the results.
