The reform of urban housing property rights gave birth to the house owners and its autonomous organization house owners association.It has become the multivariate main body in residential estate property manages along with communities which represents the government and the property management companies which represents the market.The whole residential areas are facing the problem of low quality,residential districts show different pattern and effect of property management.It is more significant between the old residential area and the commercial residential area.The purpose of this paper is to find out the key factors that affect the service quality of property in residential districts,in hope of helping strengthen the good governance and improving the owner’s autonomy ability.Based on the theory of governance,this paper first explains the related concepts of owner,house owners association,property management,quality of property service,etc.and the applicability of governance theory.Then studying from the macroscopic view on the source of urban housing property rights,it analyses how the change of property right system of urban housing promote the withdrawal of the all-round government from property services,the promotion of the development and product of property in the mark,and the change of the structure of property management among the government,society,market and a developing owners committer.On the other hand,starting from the microscopic point of view,we select an old residential district and a commercial residential district for comparative case study.Through nearly two years of on-the-spot investigation,a wealth of first-hand information has been obtained.On this basis,the quality of property governance in these two residential districts is described objectively and detailed,and the governance structures and modes are discussed in combination with the typical events in the two districts.This paper finds that the house owners association is the key subject of property management.The organizational authority,leadership,mobilization ability and the action ability of the owners are raised to explain the main factors that influence the success and failure of the organization and operation of the house owners association.In view of the important role of house owners association in property management,in order to improve the quality of real estate service in residential quarters,government as a manager can improve the situation in several ways,such as considering the house owners association as a core,improving the property management system,enhancing the house owners association’ organization skills,providing transparent property management supervision conditions for the owners,cultivating the owner’s self-governance ability,promoting the use of digital technology,etc.Guiding and encouraging social forces to participate in property management,achieving good governance and house owners’ autonomy is the innovative measures for property management in residential quarters.
