Research On The Classified Management Of Suburban Community

With the rapid development of Shanghai’s economy and urban construction,community has gradually become a strategic spatial unit for building a harmonious society.While,suburban community,as the basic unit of social governance,has played an important role in the urbanization.In Shanghai,the suburban communities have complex types,and the development characteristics of transmutation,complexity,diversity and difference.However,the current single and unified management mode is unable to comply with the current suburban community development.The classified management of community not only meets the practical needs of suburban community development,but also is helpful to the development of community governance theory.So,the classified management of community is imperative.Based on the practice of community’s classified management of H Town in Minhang district of Shanghai,this paper reveals the problems concerned in suburban community and analyzes the causes.Also,with the fine management theory and performance management theory,as well as the "Structure—Process—Result" model for reference,this paper analyzes and discusses the implementation of community’s classified management in H Town,and finds and analyzes the key factors affecting the promotion of classified management.On this basis,the theoretical framework and index system of classification-oriented community refined management has formed and established respectively.Finally,with the method of performance management and the indicator system,the management structure and management process are further optimized by defining the objectives of community’s classified management,implementing the responsibilities of classified management,optimizing the assessment and strengthening the guarantee of community’s classified management,thus,building a refined classified management mode for different types of communities,clarifying the promotion steps and implementation path of community’s classified management,and forming a systematic and institutionalized classified management method from point to area.At the same time,the role value and function orientation of the government in the suburban community’s classified management shall be identified,forming the difference guidance and implementation guarantee of the community’s classified management.The purpose of this paper is to solve the dilemma of community’s classified management by focusing on the classification-oriented index system of community refined management,establish the classified management mode of suburban community in line with the development law and recognized by the residents.So as to realize a more mature and finalized suburban community governance system,more accurate and comprehensive community governance ability,thus promoting the fine management of the city from the spiritual end,and provide a reference for the classified management of Shanghai suburban community.
