Discussion On Policy Making Strategies From The Perspective Of The Perspective Of Multiple Streams Theory

With the acceleration of urbanization and industrialization in China,the number of urban population has increased dramatically.The rapid increase of urban population provides new impetus for the process of urbanization and industrialization,but also brings new problems and challenges-urban domestic waste.The steadily rising output of municipal solid waste has brought new difficulties to urban governance and national governance.In this regard,governments at all levels and relevant departments in China actively explore waste management methods,vigorously promote and advocate waste classification from the top to the grass-roots level,and formulate a series of waste classification policies.These policies have attracted the attention of the public,the media and scholars,making waste classification a hot topic.From the perspective of the multiple streams theory,this paper analyzes the formulation process of waste classification policy,summarizes the relevant experience and rules,and discusses the strategies and suggestions to promote policy formulation,so as to provide guidance for policy formulation of other related issues.By combing the evolution process of China’s waste classification policy and combining with the multiple streams theory flow theory framework,the paper analyzes the policy-making process of China’s waste classification policy.It is found that the problem source of waste classification policy is composed of the change of indicators,the promotion of focus events,and the problem of policy feedback;the policy source is composed of the research and exploration of experts and scholars,the policy development of NPC deputies and government officials The political source is composed of the public mood of the public,the government’s ruling idea,the leadership will of the leaders,and the strength of the organized social groups.The three process sources are promoted by the policy entrepreneurs such as the deputies to the National People’s Congress and the CPPCC members,and take advantage of the opportunity of the opening of the policy window of the two sessions of the National People’s Congress Finally,the waste classification policy will be implemented.Based on the analysis of the process of waste classification policy,this paper puts forward some suggestions to promote policy-making from the perspective of the multiple streams theory.First,we should start with the origin and development of problems,actively pay attention to the changes of indicators,focus and track the social focus events,and timely handle the feedback of current policies.Second,we should pay attention to the origin and development of policies: speak widely and improve the rational spirit of the members of the policy community;strictly implement the inspection standards of policy recommendations and improve the quality of policy recommendations;and attach importance to the policy recommendations of experts,scholars and think tank members.Third,we should pay attention to the source of Politics: pay attention to and solve the national emotional hot spots in a timely manner,promote the democratization of policy-making;improve the professional quality of deputies to the National People’s Congress and members of the Chinese people’s Political Consultative Conference,consolidate the political power;change the decision-making concept of government leaders,and establish a good ruling concept.Fourth,we should seize the opportunity to open the policy window,act quickly and act actively.
