The Practical Dilemma Of Modern Bureaucracy And Its Institutional Reform

As an indispensable mode of government management in modern society,modern bureaucracy is the product of modern politics and plays an important role in the development of modern society.The establishment of modern bureaucracy as a theoretical paradigm is inseparable from Max Weber.The modern bureaucracy established according to Weber’s bureaucracy theory has natural system defects,and many problems are constantly exposed in the process of practice.By combing the background and theoretical basis of the emergence of modern bureaucracy,this paper explores the inherent disadvantages of modern bureaucracy,analyzes the problems and reasons exposed in the practice of bureaucracy,rationally analyzes the institutional innovation and reform of western countries in response to the management dilemma of bureaucracy,and correctly views scholars’ criticism of modern bureaucracy,Thus reveals the relationship between the modern bureaucracy and the rise of management model in the administrative reform movement,and then answers the question whether this new management model inherits or discards the orthodox bureaucracy.At the same time,it reveals the rational spirit and scientific management concept reflected in the western modern bureaucracy and reform movement,and provides effective suggestions and inspiration for the construction of modern national government management mode.
