Social etiquette and civility is an important part of socialist spiritual civilization,and it is also a major practical issue that must be paid attention to in ideological and political education.The report of the 19 th National Congress of the Communist Party of China pointed out: "Agriculture,rural areas,and farmers are fundamental issues related to the national economy and the people’s livelihood.We must always address the issue of agriculture,rural areas,and farmers as the top priority of the party’s work and implement the rural revitalization strategy." The overall goal is to "give priority to the development of agriculture and rural areas,in accordance with the general requirements of industrial prosperity,ecological livability,social etiquette and civility,effective governance,and affluent life,establish and improve the urban-rural integration development system,mechanism and policy system,and accelerate the modernization of agriculture and rural areas."
