Research On The Issue Of Social Organization Participating In Community Governance

In the more than 40 years since the reform and opening up in 1978,with the rapid economic and social development of our country,various new social contradictions have continuously appeared,and the limitations of traditional administrative governance methods with the government as a single subject have become increasingly apparent.Therefore,the modernization of governance systems and governance capabilities is necessary..This article takes the social organization participation in community governance in District A of City H as a case.Based on the theory of community governance and social capital,through the use of interviews,questionnaires and other methods,relevant research and analysis are carried out on the ways and effects of social organizations participating in community governance.The three perspectives of government,residents,and social organizations discuss the countermeasures to promote effective participation of social organizations in community governance.Research has shown that,with social organization as the carrier,effective participation of residents as the prerequisite,and social work professionals as the support,District A of City H has explored the "three-community linkage" model and achieved certain results.However,social organizations also face difficulties in participating in community governance.The specific manifestations are as follows:First,the poor development of social organizations,the small scale of social organizations,the difficulty of funding,and the instability of office spaces have caused social organizations to be unable to effectively undertake community service functions and affect the level of social organizations’ participation in community governance.Second,the participation of community residents is not high,and the subjects and projects participating in social organizations and community governance are not balanced,which affects the effectiveness of social organizations participating in community governance.The third is that community social organizations provide services that are not effective and urgently need to be improved and improved in terms of service attitude,service quality,and service content.The cause of the social organizations in District A of H City to participate in community governance is that the government’s insufficient support for social organizations;community residents’ low awareness of participation and limited participation channels;social organizations’ lack of funding and hematopoietic capacity,and their internal structure is not sound and professional.Lack of talent and other aspects.Based on the above research conclusions,this article believes that to improve the ability and level of social organizations to participate in community governance requires the joint efforts of the government,community residents,and social organizations.First,the government must actively promote the construction of community social organizations,improve the legal system related to social organizations,clarify the scope of powers and responsibilities,create a new type of cooperative and interactive political-community relationship,and increase support for social organizations.Second,it is necessary to enhance the participation of residents in grassroots social governance,increase the awareness of community residents’ participation,build a platform for residents’ opinions,and encourage social forces to participate widely.Third,it is necessary to strengthen the independent management and service capabilities of social organizations,innovate the introduction of resource funds,improve the management system of social organizations,and vigorously strengthen the construction of the talent team.
