Human trafficking in the European Union region has a long history and is getting worse during the tide of globalization.Foreign victims from different regions and countries are forced to work degradingly and their human rights are horribly violated.It should be said that this phenomenon is contrary to the concept of “ freedom,equality and fraternity ” advocated by the European society,and also challenges the criminal jurisdiction boundary of western countries for such crimes.To stop this trade of treating people as commodities and to better protect the foreign victims of human trafficking,the country and society need to take the corresponding responsibilities and together create an atmosphere of “ responsibility-lies-on-me ”.Specifically,EU and its member states,in collaboration with international organizations,social forces and other subjects,have established a foreign victim protection system with legal protection as the core,administrative protection as the focus and social protection as the support,which covers all stages of human trafficking activities.This system can not only safeguard the legitimate rights and interests of foreign victims and prevent them from turning into perpetrators,but also contribute to realize regional morality in the EU,defend national justice and build harmonious relations between countries.Although this system has realized the protection of foreign victims of human trafficking to a certain extent,there are still many challenges in the process of practice,such as the disunity of laws and regulations among member states,the absence of “ foreign victim ” status in the mind,the poor outcomes of international cooperation and the low possibility of foreign victims to obtain social protection.In order to make the protection system play a better role,targeted measures should be taken,including strengthening the binding role of the basic law of EU,using internal and external mechanisms to reconstruct the ideology of law enforcement officers,playing the coordinating role of global and regional organizations and guiding the society to establish a correct understanding to the victims through education and publicity.Meanwhile,Chinese also account for a certain percentage of foreign victims trafficked in the EU region.At the current stage,China has carried out extensive cooperation with EU and its member states in the field of administrative protection.In the near future,in order to provide the Chinese victims of human trafficking in EU with better protection,China can expand the contents and categories of protection by perfecting relevant legislation,simplifying the procedures of judicial assistance,deepening the law enforcement cooperation and building the public-private partnership. |
