The Application Of Illegal Funds Analysis And Control Technology In The Investigation Of Official Crime

With the development of times,the official crime presents new characteristics,especially the confusion and cross-border nature of the corruption funds in possession and transaction type official crime have been greatly enhanced.The traditional labor-intensive official crime investigation mode is difficult to find and track the flow of corruption funds timely.As a kind of investigation technology guided by fund data,the illegal funds analysis and control technology can directly reach the point of current official crime.Therefore,this paper proposes to apply the technology in the investigation of official crime,and build a specific application path based on the demonstration of its feasibility and necessity.It aims to take the fund data as the guidance to improve the efficiency of investigation,and change the previous evidence system of "giving more attention to confession than to objective evidence".This paper is divided into five chapters.First,the paper systematizes the current situation of the overall research on the investigation of official crime and illegal funds analysis and control technology,and points out that the current investigation methods of official crime are in urgent need of diversity and should pay more attention to the use of funds analysis technology.Second,the concept of official crime,official crime investigation and the scope of investigation are defined clearly,pointing out the flow of corruption funds can reflect the specific dynamic of official crime.On this basis,the characteristics of current flow of funds for official crime are introduced in detail.Third,the concept,principle and feasibility and necessity of the illegal funds analysis and control technology are discussed.The three application scenarios of the technology in official crime are put forward.It is clear that the fund data obtained through the technology can be transformed into legal evidence,which paves the way for the core chapters.Forth,In the process of constructing specific application path,the specific application principles and application direction are defined in the top-level design,according to the three ways of official crime investigation right of "power-man","power-money","man-money" proposes that investigators should collect the power,social and money information in order to process and integrally analyze the data,especially put forward some views about analyzing funds data.Fifth,it discusses the prospect of illegal funds analysis and control platform in the investigation of official crime,proposing the top-level design should be strengthened,the intelligent platform construction and the power operation mode should be further increased.
