With the development of aerospace science and technology,human’s space exploration is increasingly deepening.Although the United States is the only superpower around the globe,its hegemony is declining.In order to maintain its leading position in the world,it has become an important path for the United States to vigorously develop space industry and carry out space development activities.However,the huge space expenditure makes it increasingly difficult for U.S.government to independently support space development.With the emergence of American private space companies,the United States has gradually introduced a series of relevant space laws and regulations and a package of funding plans,including National Space Policy,Commercial Space Act,and Commercial Space Launch Act,to support private space companies.The open competition of American private space companies in space development has reduced U.S.government’s financial pressure,stimulated the innovative development of space technology,and enhanced the U.S.space competitiveness.Public-private partnership has become an important model for U.S.space development.Based on the theory of Public-Private Partnership(PPP),this paper analyzes the current situation of PPP in U.S.space development in hope to help activate the vitality of private capital in China’s space development and improve China’s space development level.The first chapter gives a brief introduction to the research status of PPP mode in U.S.space development at home and abroad,as well as the research content and ideas of this paper.The second chapter defines the core concepts of space development,NASA and private space sector,and interprets the PPP model theory.The third chapter divides the PPP in U.S.space development into three stages and finds the motivation of PPP model in U.S.space development based on the analysis of the legal,scientific,industrial base and market environment of the United States.This chapter also summarizes three forms of PPP model in U.S.space development: the forms of bidding,the government providing funds for private space companies,providing technology for private space companies.The fourth chapter evaluates the PPP mode in U.S.space development,and analyzes its achievements from three dimensions: international space industry,private space companies and U.S.government.Problems that exist or may arise in PPP model are also discussed in this chapter.The last chapter draws the conclusion of this research and puts forward the expectation of PPP mode in the space development of Chinese government.
