Chengdu Compulsory Isolation Drug Treatment Center Performance Evaluation Index System Problems And Optimization Research

The public administration department of the country pays close attention to the efficiency construction of the government,and the establishment of the performance evaluation index system of the administrative department is the most important.A set of comprehensive and perfect performance evaluation index system can play a promoting role in mobilizing the enthusiasm of public officials,striving to be a pioneer model and improving the efficiency of administrative law enforcement.As a government administrative department with administrative law enforcement power,compulsory isolation drug rehabilitation center needs an efficient,reasonable and perfect performance evaluation system to promote the fair,just,open and efficient law enforcement of law enforcement personnel,to strive to safeguard social fairness and justice,and to promote the process of legal construction.The former compulsory isolation drug rehabilitation center was transformed from reeducation through labor and juvenile detention center.After nearly ten years of development,a set of performance evaluation index system suitable for drug rehabilitation work has gradually been formed.However,most of them are designed by provinces and cities themselves.The performance evaluation method of the previous year has been used almost every year.The evaluation results have not been implemented.As a result,the compulsory isolation drug rehabilitation work is advancing slowly and the work efficiency of drug rehabilitation police cannot be rapidly improved.To sum up,there is an urgent need for a set of performance evaluation index system that not only conforms to the current work situation of compulsory isolation detoxification,but also can promote a series of scientific development of compulsory isolation detoxification.Based on the current situation of performance evaluation in Chengdu Compulsory Isolation Drug Addiction Treatment Center in Sichuan Province,this paper uses the methods of case analysis,literature review and questionnaire survey to analyze the concept,standard and content of its performance evaluation index system over the years.Based on the investigation of the current performance evaluation index system for the policemen in Chengdu Compulsory Isolation Drug Addiction Treatment Center in Sichuan Province and the results of interviews and questionnaires,this paper systematically summarizes and analyzes the problems existing in the current performance evaluation index system and deeply analyzes the causes of the problems.In this paper,the balanced scorecard method is introduced to improve the performance evaluation index of Chengdu Compulsory Isolation Drug Addiction Treatment Center in Sichuan Province.According to the mission and strategic objectives of Chengdu Compulsory Isolation Drug Addiction Treatment Center in Sichuan Province,the original dimensions of the balanced scorecard are adjusted.Combined with the actual work of Chengdu Compulsory Isolation Drug Addiction Treatment Center in Sichuan Province,the indicators at all levels are optimized.By means of questionnaire survey,the police,the leaders of the provincial bureau,the judicial department and relevant experts in Chengdu Compulsory Isolation Drug Addiction Treatment Center are given questionnaires on the improvement of the index system.To determine the specific weight of each index,reconstruct the performance evaluation index system based on the balanced scorecard,provide reference for the long-term development of the performance evaluation of drug rehabilitation system in Sichuan Province,and play a good role in promoting the administrative efficiency of drug rehabilitation institutions and optimizing the police force.The full text is divided into five chapters.The first chapter puts forward the background and significance of this paper,analyzes the research status at home and abroad and the ideas and methods of research.The second chapter puts forward the core concepts and the theories needed for research.The third chapter introduces Chengdu.The basic situation of the compulsory isolation drug rehabilitation center and the current status of the performance appraisal indicator system;the fourth chapter is the investigation of the current performance appraisal indicator system and analyzes the existing problems and causes;the fifth chapter proposes a plan to optimize the performance appraisal indicator system.The study found that the current performance appraisal indicator system has five aspects: the evaluation index design,the light result process,the abstraction of the evaluation index,the difficulty of quantification,the failure of the appraisal index results,the lack of applicability of the appraisal indicator design,and the unreasonable distribution of appraisal indicators.The problem,and in-depth analysis of the three major causes of the problem: insufficient theoretical research,imperfect assessment mechanism,and insufficient application of results.In response to the problems,the Balanced Scorecard was introduced to optimize the performance appraisal indicators of Chengdu Compulsory Isolation and Detoxification Center.According to the mission and strategic objectives of Chengdu Compulsory Isolation and Drug Rehabilitation Institute,the original four dimensions of the Balanced Scorecard were adjusted to the public.Service dimension,production property dimension,internal administrative management dimension and learning and development dimension,combined with the actual work of Chengdu Compulsory Isolation Drug Rehabilitation Institute,identified 17 secondary indicators and37 tertiary indicators,using questionnaires to 65 The police,the person in charge,and the leaders of the provincial bureau and the judicial department issued questionnaires on the improvement of the indicator system,determined the specific weight of each indicator,and successfully constructed a performance appraisal indicator system based on the balanced scorecard to provide performance for the drug rehabilitation system in Sichuan Province.The long-term development of the assessment provided a reference role,which played a good role in promoting the administrative efficiency of the drug rehabilitation agencies and optimizing the police team.
