Research On Administrative Ethics Thought Of Terry.L.Cooper

As one of the core research themes of public administration,administrative ethics is of great significance to the construction of administrative ethics of public organizations such as government departments.In contemporary society,public administration scholars are paying more and more attention and research.Compared with Western developed countries,especially the United States,China’s administrative ethics started relatively late.It began in the 1970 s and has developed into a discipline as of today.The development of Chinese administrative ethics has promoted the gradual improvement of administrative legislation,such as the "Civil Servant Law" and the "Administrative Organ Civil Service Regulations" and other laws and regulations.At the same time,the governing concept of "law enforcement for the public and governing for the people" and the principle of "governing the country according to law and administering according to law" also provide external support conditions for the construction of administrative ethics.However,overall,although China’s administrative ethics construction has made progress,theoretical research is still immature and lacks practical guidance.The phenomenon of administrative staff’s ethical anomie still occurs frequently,the corruption problem is even more serious,and it cannot satisfy the process of government reform.The requirements of the era of construction with service-oriented government.Therefore,the administrative ethical dilemma needs to be solved.Cooper is a master of administrative ethics.His thought has both theoretical depth and practical value.This article tries to provide reference for Chinese administrative ethics construction through combing Cooper’s thought of administrative ethics.Through literature research,especially on the basis of studying the first-hand information of Cooper’s works and thesis,this article mainly discusses through four parts: first,taking the citizenship and moral ethics as the core concepts;second,taking administrative responsibility as the The administrative ethics of the core issue;third,the administrative ethical dilemma,which is essentially the responsibility conflict;and fourth,the construction of a responsible administrative model as a solution.Based on the above analysis,we further evaluated Cooper’s administrative ethical thinking from the perspective of positive significance and limitations,thus illustrating the enlightenment to my administrative ethics construction.On the one hand,Cooper’s "Responsible Internal and External Controls and Enhancing the Self-Ethical Ethics of Administrative Individuals" has deepened the connotation of the construction of China’s service-oriented government;on the other hand,based on the current situation of administrative ethics in our country,emphasize the specification is still important,such as legal system must adhere to the "law" and "managing state affairs by ethics",give full play to the superiority of our system,and combining the cooper administrative ethics thought of thinking to the administrative responsibility,strengthen the construction of the institutionalization of administrative ethics and the virtue of administrative subject.
