Research On The Influence Of New Household Registration Policy On Urban Economic Growth

Since 2017,many cities in China have successively promoted a new round of household registration reform,which is called "new household registration policy" by the academic community.This paper selects Xi’an,Changsha,Chengdu and Wuhan as the research objects,analyzes the macro background of the new household registration policy and the policy differences of the four cities,in order to test whether the new household registration policy can promote the local economic development.Different from the previous household registration reform,this round of "new household registration policy" has shown new characteristics in many aspects.All four new first tier cities,without exception,started the household registration reform under the banner of talent introduction.Through the research,we find that their characteristics are:(1)large scale of talent introduction,each city hopes to introduce at least 1 million talents in five years.(2)The scope of talent introduction is wide.In addition to skilled,innovative and in short supply talents,the scope of the "new household registration policy" will be expanded in an inclusive way,and the self and family members who meet certain requirements will be included in the introduction.(3)More open,bachelor degree and above can achieve zero threshold settlement,household registration is no longer a barrier to the flow of talents.(4)The security system is more sound,and the city improves the sense of belonging of new talents by providing subsidies for life,work and house purchase.By comparing the new policies of household registration in four new first tier cities,this paper draws the following conclusions: in terms of household registration,Xi’an has the lowest threshold for academic degree to settle down-college students can settle down,in general,Xi’an > Chengdu > Wuhan > Changsha;in terms of housing preference,Wuhan > Xi’an >Changsha > Chengdu;in terms of income subsidies,four cities have formulated different minimum incomes The comprehensive comparison of living allowance and other subsidy standards is Wuhan > Changsha > Chengdu > Xi’an;in terms of supporting employment and entrepreneurship,Xi’an > Chengdu > Wuhan > Changsha;in terms of supporting public services,Wuhan > Chengdu > Changsha > Xi’an.In the final analysis,the reform of household registration system is to develop urban economy and improve urban competitiveness.Since the "new household registration policy" started in 2017,the accumulated data can not be used to build a quantitative regression model,so we can only make a general comparison through the Differences-in-Differences method(DID).The research shows that the new household registration policy has promoted the national economy of the city in the short term.From the direct and indirect transmission channels,this promotion is mainly achieved by expanding the level of urban employment,optimizing the human capital structure,expanding foreign trade,improving the level of industrial development and improving the industrial structure.Through the comparative study of several typical new first-tier cities’ new policies of household registration,this paper holds that this is a beneficial exploration to further deepen the reform of the household registration system in China,but in the process of implementation,we still need to pay attention to the following issues.First of all,we should attach importance to the role of the market in the allocation of factors and reduce the government’s excessive intervention in the rational flow of talent elements.Secondly,we should consider the challenges to urban carrying capacity in the short term,and the reform of household registration system must be gradual.Finally,the possible decline in the livability of cities should be considered.This paper suggests that when carrying out the reform of the household registration system,all regions should fully establish the concept of people-oriented household registration reform,respect the market law in the process of implementation,and further give play to their comparative advantages in the formulation of policies.We must treat the stock population and the incremental population equally to achieve the sustainable development of the city as a whole.
