A Study On The Countermeasures Of Providing For The Aged In Xi’an Community From The Perspective Of Supply Side

The population ageing is one of the major social problems facing our country in this century.Under the background of the acceleration of the population ageing,the consumption-oriented demand for diversified pension services for the elderly has surged,and the existing model is unable to sustain,the old-age service supply system,resource allocation and service facilities at home are facing new challenges.The Xi’an Community Home Care Service originated from the community service,lacking the intervention and support of the professional organization,it was promoted under the leadership of the government department,and the basic mode of the facilities and service operation was the direct management by the government,community activities for the elderly and the elderly self-entertainment-oriented community,the lack of fee-based projects.Based on the MASLOW’s hierarchy of needs theory,welfare pluralism theory,social governance theory and people-centered value theory,this paper sets out from the real situation of the home care service for the aged in Xi’an community,based on the "theoretical analysis-current situation analysis-countermeasures and suggestions",a survey was conducted in many communities in Xi’an.Based on the investigation,we find that there are some problems in the community home-based pension service in Xi’an,such as limited supply capacity,unsound system and low service quality,which is related to its low degree of marketization and strong administrative dominance.This shows that there is an urgent need for Xi’an Community Home Care Service to be reformed from the supply side,to play the decisive role of market mechanism in the allocation of resources,to strengthen the construction of facilities and to increase effective supply,promoting the high-quality development of community home care service for the aged.This paper puts forward some adaptive countermeasures and suggestions on Perfecting Service System,releasing policy dividend,improving supply quality and efficiency,promoting medical care and integration,and building advanced culture.
