Study On Humanities Cooperation Among SCO Countries Under The "Belt And Road" Initiative

Since China ’s President Xi Jinping proposed the “Silk Road Economic Belt” and“21st Century Maritime Silk Road” initiatives in 2013,the construction of the “Belt and Road” has flourished and achieved world-renowned achievements.Countries along the“Belt and Road” are attaching increasing importance to exchanges and cooperation with relevant countries in order to better ride on the express train of China’s development.Among them,humanistic cooperation has become increasingly prominent in international relations because of its basic,pioneering and enduring characteristics.The Shanghai Cooperation Organization is the core area and important platform for the construction of the “Belt and Road” initiative.The development of humanistic cooperation in SCO countries is not only an inherent requirement of the SCO ’s own development,but also an important content of “people-to-people communication” in the “Belt and Road”construction.Humanistic cooperation is the foundation and prerequisite of national political and economic cooperation,and it is the mechanism and guarantee for the close relations and strong development of nations.Humanistic cooperation between SCO member states can eliminate or reduce the psychological barriers of the people,lay a "soft foundation" for the construction of the "Belt and Road",and can also consolidate international consensus,shape new types of international relations,and work together to build a community of shared future for mankind.The development of humanities cooperation in the Shanghai Cooperation Organization is not smooth.Heterogeneous cultural backgrounds,regional security intertwined,imbalanced levels of economic development,and strategic interference from extra-and intra-territorial countries are macro factors that affect the SCO ’s humanistic cooperation.In addition,the SCO member states have a single mode of cultural exchanges and cooperation and reach a broad audience The narrowness,the need to deepen cooperation areas,and the scarcity of talents also affect the humanistic cooperation that restricts SCO countries.In this regard,this article considers the development approach of promoting humanistic cooperation among SCO countries from three levels: government,society,and individuals.First,the government should actively promote the construction of the “Belt and Road” initiative to reduce the “complications” in politics and security caused by imbalances in economic development;transform the government-led approach to cultural exchanges and cooperation to create a comprehensive cultural exchanges and cooperationpattern.Secondly,the society should do a good job of propaganda and education to create a good atmosphere of humanities exchanges and cooperation;help multinational companies to play their bridge role in humanities exchanges and cooperation.Finally,individuals should abandon narrow humanistic psychology and establish a correct concept of humanities exchanges and cooperation;actively engage in practice and promote humanities exchanges and cooperation with their own actions.
