Research On The Function Of CPPCC In Basic Social Governance

General Secretary Xi Jinping pointed out that the CPPCC is an important part of the national governance system.The amendments to the Constitution of the CPPCC adopted in March 2018,the original "is the organization of the patriotic united front of the Chinese people,the important organization of multi-party cooperation and political consultation under the leadership of the Communist Party of China.On the basis of promoting an important form of socialist democracy in political life,"it is an important part of the national governance system and an institutional arrangement with Chinese characteristics." And social governance is an important part of the national governance system.At the same time,the people’s political cooperation is "an important channel for socialist deliberative democracy and a specialized consultative body." General Secretary Xi Jinping stressed that "we must vigorously develop basic deliberative democracy and focus on consultation among basic people."At present,the most basic CPPCC is located at the district,county(city)level,and at the township and village streets and village communities,there is no CPPCC institution.In the basic society where all kinds of contradictions are increasingly prominent,the party committee and government are increasingly aware that basic social governance requires extensive participation of the main body.Therefore,how to extend the work of the CPPCC to the most basic level,give play to the natural advantages and important role of the CPPCC,especially the CPPCC,in promoting social governance,promoting scientific decision-making,coordinating the interests of all parties,and promoting social harmony is an important issue.This article has sorted out and clarified the concepts of basic society and the CPPCC.From the perspective of research needs,it has sorted out and analyzed the core theories such as the theory of deliberative democracy,the theory of multi-center governance.The basic situation of the basic society in Haishu District and the basic situation of the CPPCC in Haishu District are briefly described.It is proposed that the CPPCC plays a major role in the social governance of the basic level in Haishu District,namely,the role of decision-making consultation,democratic supervision,public opinion expression,and the role of people.Using literature analysis method,empirical research method and other research methods,the CPPCC Ningbo Haishu District Committee is taken as an example to analyze the role of Haishu District in the social management of Haishu District,and the role of Haishu District Political Consultative Conference in basic social governance is listed.Several mechanisms and carriers have been put into play: the basic CPPCC Liaison Committee,the CPPCC committee studio,the bimonthly consultation forum led by the CPPCC,and the community “ fourdeliberation” democratic consultation meeting of the CPPCC.This paper uses relevant theories to take the actual situation of political cooperation in the basic society of Haishu District as an example,and puts forward the problems in the use of political cooperation in basic social governance.The quality of participation in decisionmaking is not high enough,the role of democratic supervision is not fully exerted,and social conditions The role of public opinion collection and expression is limited,and the role of concentrating power is weak.From the basic social governance,the role of the CPPCC is not clear enough,the legal system in which the CPPCC plays a role is not sound enough,the quality of CPPCC members and other participating bodies is uneven,and the CPPCC and the people The links are not sufficiently close and broadly analyzed in four aspects.At the end of the thesis,aiming at strengthening the problems and reasons in the use of political cooperation in basic social governance,after systematically sorting out how to better play the role of people’s political cooperation in basic social governance,it puts forward the objective of "clarifying the role of the CPPCC in basic social governance.The establishment and improvement of relevant laws and systems,the promotion of the quality of CPPCC members and other participants,and the strengthening of the links between CPPCC members and the public" are four major countermeasures.
