With the establishment of the United Nations,international organizations have played an important role in international exchanges.More and more countries have joined international organizations and participated in international engagements under the management of international organizations.At the same time,the international set off a growing trend of retreat group.The withdrawal of members from international organizations occurs frequently and causes the domino effect,which have a profound impact on international organizations and other members.The definition of responsibility for the withdrawal of international organizations is complex,and it is often difficult to implement the accountability of members for withdrawal.The analysis of the responsibility of the withdrawal of international organizations from a procedural point of view can be regarded as a relatively pragmatic idea.The clarity and standardization of the withdrawal procedure of international organizations can enhance the authority of international organizations and guarantee the seriousness of international organizations.In lesson of League of Nations,most international organizations prefer to set up ambiguous exit procedures,and some even restrict the withdrawal of member States by not setting up exit procedures.In fact,it is precisely because of the lack of clarity in the procedure,the absence of appropriate procedural standards and the regulation of the withdrawal of member States from international organizations that "opt-out" becomes arbitrary.Unclear exit procedures can also easily lead to more exit disputes and increase the cost of negotiations during the exit process.The single way of determining the withdrawal responsibility of an international organization also causes the dilemma of the international organization’s withdrawal responsibility.This further challenges the legal framework of international organizations.Setting the corresponding exit responsibility for different exit procedures is a due response to the exit behavior mode of the exit party.Diversified liability determination can provide a solution for member states to withdraw,and member states can determine according to the basic documents,domestic laws and consultations of international organizations,and the flexibility of the withdrawal liability determination method can better guarantee the stability of the operation of international organizations.At the same time,a clear exemption from withdrawal liability can safeguard the interests of the withdrawing member and avoid the improper determination of the withdrawal liability.On the basis of the continuous and clear withdrawal procedure,the responsibility of withdrawal of member is strengthened through various channels,the interests of international organizations and withdrawing member are guaranteed,and the responsibility for withdrawal of international organizations is put into practice.In summary,this paper will explore the responsibility of international organizations’ withdrawal from a procedural point of view,analyze the problems existing in the process of international organizations’ withdrawal by exploring the procedure and responsibility of international organizations’ withdrawal,with a view to clearing up the responsibility of international organizations’ withdrawal.
