Study On The Problems And Countermeasures Of The Government Responsibility In The Service Of Providing For The Aged At Home In Xi’an

The 19 th National Congress of the Communist Party of China proposed that it is necessary to actively respond to the aging of the population and accelerate the development of aging undertakings and industries.Xi’an is the capital city of Shaanxi Province and the regional center of Northwest China.It has the largest population in Northwest China.In the "13th Five-Year Plan",it has become my country’s 9th central city.In recent years,the problem of population aging in Xi’an has become increasingly obvious.It has the following characteristics: the aging rate is higher than the average level of the province,the aging development speed is fast,and the empty nest aging trend is more obvious.The increasingly aging population makes the current social progress and economic development of Xi’an face huge challenges.At the same time,the home care service model has entered the lives of the elderly.It not only makes up for the shortcomings of the traditional family care model,but also meets the emotional and psychological needs of the elderly.It is a solution to the current growing care problems in China.Critical Path.At present,home care services are still in the exploratory stage,and they need the strong support and active guidance of the government.Through the existing pilot institutions,it can be found that the government still has shortcomings in fulfilling the responsibility of home care services,hindering the sustainable development of home care services.Taking government responsibility as the starting point,this article studies and analyzes the problems in Xi’an’s home care services,and then proposes suggestions and countermeasures to strengthen the implementation of the Xi’an government accountability system.This article mainly adopts literature research methods and survey research methods.First,it reviewed the relevant research of scholars at home and abroad,and then analyzed the status quo of the Xi’an municipal government’s responsibilities in home care services and the causes of problems,and put forward suggestions on this basis.The logical structure of this article is based on the theory of public products and welfare diversification,giving the government responsibility for home care services.After clarifying the direction for the government to perform its duties,it further explained the development status of Xi’an’s home care services,and analyzed the status of Xi’an government’s responsibilities in this field: policy,funding,organization and supervision.At present,it is known that the government still has many shortcomings in performing its duties,such as imperfect policy formulation,insufficient financial support,inaccurate organizational guidance,and insufficient supervision pipelines.By analyzing the reasons,starting from the actual situation in Xi’an,the improvement measures for the construction of home care services and the implementation of government responsibilities are proposed.This article hopes that through this research and suggestions,the Xi’an municipal government and all sectors of society will pay more attention to home care services,and form a good social atmosphere of loving,respecting and providing for the elderly.While fulfilling the government’s related responsibilities,it also promoted the development of home care services in Xi’an,effectively protecting the vital interests of the elderly.
