The ASEAN Defense Ministers’ Meeting(ADMM)and the ASEAN Defence Ministers’ Meeting Plus(ADMM+)are an ASEAN-led regional defense coordination mechanism,aimed at promoting regional stability and peace through dialogue and cooperation in defense and security fields.Historical institutionalism provides a new theoretical perspective for us to understand its development,changes and function.Since 2006,ADMM and ADMM+ have undergone three stages of development,from initial trials and improvements to capacity expansion.They has made great progress in organizational structure and related issues.However,as a product of the superposition of the system,although ADMM and ADMM+ have their innovations,they have inherited regional organizations including the ASEAN Regional Forum and the East Asia Summit in terms of mechanism arrangements and member allocation,which shows a certain path dependency.In addition,with 20 years of experience in leading regional integration,ASEAN has become increasingly skillful in shaping regional political situation with the institution as its starting point.Through ADMM and ADMM+,ASEAN has created opportunities to limit behavior and reshape norms.Influences various actors in the Asia-Pacific region.It is foreseeable that with the further improvement of ADMM and ADMM+’s conference mechanism and the continuous functioning of its functions,it will likely evolve into a pillar of the regional security cooperation system and become an important tool for ASEAN to promote the process of regional integration...
