| In recent years,with the rapid growth of the sports lottery public welfare fund,how to use and manage the public welfare fund has become a critical project that needs to be study in depth.How to use the fund raised from the society reasonably and maximize the utility is an unavoidable and important practical problem for the financial department and authority department of the sports lottery.This article analyzes the current status of sports lottery public welfare fund,and analyzes various problems that highlighted by the grassroots government in managing and using the sports lottery public welfare fund.Meanwhile,we explore the ways of how to improve the using level of sports lottery public welfare fund in Jinan by improving the efficiency and regulating the program and enhancing the supervision of the grassroots government in the using of sports lottery.This article is divided into seven chapters.The first chapter is the introduction,which mainly discusses the research background and significance of topic selection,domestic and foreign research review,the main content of the research,research methods and innovations.The second chapter is related concepts,theoretical basis,and policy basis for the management of China’s sports lottery public welfare fund.It clarifies basic concepts such as lottery,sports lottery,lottery public welfare fund,sports lottery public welfare fund,etc.,analyzes public product theory,performance management theory,on this basis,the policy basis for the management of sports lottery public welfare funds in China is discussed,and the historical changes of the management of lottery public welfare funds in China are systematically summarized and reviewed.And we researched and analyzed the policy basis of lottery public welfare fund management at the national level in the past ten years,as well as the policy basis of lottery public welfare fund management in Shandong Province and Jinan City.The third chapter is about the management of the sports lottery public fund in Jinan,including the management status of the sports lottery public fund in Jinan,as well as interviews and related analysis,including interviews with the staff of the Jinan Sports Bureau and the Jinan Branch of the Shandong Sports Lottery Management Center,and The relevant situation of the interviews conducted by the fitness people in the Hero Mountain Sports Plaza and the Jinan Olympic Sports Center Stadium,and the preliminary analysis of the interview results.The forth chapter is the status quo,problems and reasons of Jinan Sports Lottery Public Welfare Fund management,including the basic situation and main results of Jinan Sports Lottery Public Welfare Fund.It is based on the low efficiency of public welfare fund,the need to strengthen publicity,lack of effective supervision,and support with local characteristics.There are less than four aspects of the national fitness activities.This article describes the main problems in the management of Jinan Sports Lottery Public Welfare Funds,and analyzes the causes of the problems.The fifth chapter is the reference and analysis of typical experiences of other cities in China,including the basic situation,main results,and experience of sports lottery public welfare funds in Qingdao,Zhengzhou,and Guangzhou.It summarizes management experience that is worth learning from in Jinan.The sixth chapter is to improve the efficiency of the uses of sports lottery public welfare funds and achieve "take them from the people and use them from the people",including further clarity.The use of sports lottery public welfare funds further reduces the administrative expenses of sports lottery public welfare funds and further improves the efficiency of the use of public welfare sports venues.The second is to increase the publicity of sports lottery public welfare funds and consolidate the public’s cognitive foundation,including highlighting "public service" and strengthen the public welfare of the sports lottery fund in terms of concept and publicity,broaden the publicity channels and methods to strengthen the public awareness of the sports lottery fund,establish brand thinking,and strengthen the brand image of the sports lottery fund in publicity strategies.The third is to supervising the sports lottery public welfare fund to improve the supervision level,including improving activities,rationally design national fitness activities with Jinan characteristics,and actively organize and plan high-level brand events.Fifth,improve the sports lottery public welfare fund management system and mechanism,and continuously improve service efficiency and level,including perfecting relevant system regulations,ensuring rules and regulations,strengthening budget preparation
