Community is an important guarantee for social governance and improvement of people’s livelihood,and an important platform for public services.The report of the 19th National Congress of the Communist Party of China(CPC)proposes to "build a pattern of joint construction,co-governance and shared social governance",and to call for"strengthening the construction of community governance system and pushing the focus of social governance down to the grass-roots level",which puts forward higher requirements for community governance.In 2016,Shenyang city drew on the experience of developed cities to launch the service mode of general social worker for all departments.This paper investigates the service mode of general social workers in Tiexi district of Shenyang by means of interview and questionnaire.By interviewing 12 social workers,including secretaries,vice directors,other social workers and 6 residents,to understand the current service mode of general social worker and to master the primary materials.At the same time,350 questionnaires concerning general social workers were distributed to community workers in Tiexi district,and 323 questionnaires were recovered,305 of which were valid,with a recovery rate of 92.3%and an effective rate of 94.4%.Finally,based on the data obtained from the questionnaire,this paper tries to explore countermeasures and Suggestions for improving the service mode of social workers in all branches in urban communities of Shenyang.Through investigation,it is found that there are five problems in the service mode of general social workers in Tiexi district.First,it is difficult to guarantee service quality.Second,it is lack of humanized business environment.Third,it has poor connection with other administrative departments.Fourth,lit has a gap in the connection between general social workers and social workers of grid members.Last,the community has so many tasks assigned by the government,the service mode of general social workers cannot be maintained.The reasons for these problems are as follows:the task of the community is multifarious;Software system has weakness and imperfect supporting facilities;Lack of linkage with other administrative departments;Personnel quality is not high,division of labor,remuneration and other aspects of the dispute;Policy support is weak and the government attaches low importance to it.In view of these problems,we puts forward the following Suggestions:first,to enhance the degree of government attention,increase support.Increase investment and improve hardware and software equipment;Formulate inter-departmental linkage rules and regulations,smooth communication mechanism.Second,strengthen the collaboration to improve the quality of community services,strengthen the construction of volunteers,social organizations and other social groups,make good use of new media,and establish a communication platform between communities and residents.Third,define social workers’responsibilities and roles,and improve their professional level.Standardize the management rules and regulations of social workers in all departments,and establish an elastic mechanism of "integrated window errors and grid management replacement";Optimize the selection mechanism of social workers of all departments,reasonably allocate social workers of all departments,and accurately divide the responsibilities of social workers;Organize regular business training to enhance the service awareness of social workers. |
