Research On The Judicial Authentication Management In Jinzhou City

Judicial authentication is irreplaceable in judicial activities and a key step to ensure judicial justice.With the development of society,the application of judicial authentication has become more and more widespread.The Decision on the Administration of Judicial Appraisal of the Standing Committee of the National People’s Congress in 2005 clearly stipulated that the judicial administrative organ is the competent department of judicial authentication,With the development of the judicial authentication industry,the amount of judicial authentication has been increasing year by year,and the social attention has been continuously raised.At the same time,there are many complaints about judicial authentication,which indicates that there are still deficiencies in the management of judicial authentication.Therefore,it is imperative to deeply study the administration of judicial authentication and make corresponding countermeasures.From the perspective of public management,combined with the recent situation of judicial authentication management of Jinzhou City,We find some problems through investigation and interviews with judicial administrative staff and judicial authenticator:Entry control is not strict;The role of exit mechanism is not fully played;Application materials are limited to paper materials;Government management is offside.According to the above problems,the following reasons are analyzed:the access conditions are not clear,the assessment content is not comprehensive;the exit mechanism is not perfect,and the municipal level lacks the right to punish;the management concept is old,and the effective supervision means are lacking;the investment in the Judicial Appraisal Association is not enough,and the rights and responsibilities are difficult to be guaranteed.Based on the reality of Jinzhou city,this paper puts forward some countermeasures,such as "increasing the actual ability to operate the assessment system,reasonably transferring punishment power,enriching management measures,and increasing investment in the judicial authentication society",so as to promote the healthy and sustainable development of Jinzhou judicial authentication.
