With the increase of the elderly population in China,the life expectancy of the national people has been prolonged,and the problem of old-age care has become increasingly serious.In view of the social problems such as active population movement and heavy burden of endowment for the only child,the old-age model has also shifted from traditional single-family pension to home-based care,community pension,and institutional pension,which are inseparable from the construction of the pension service talent team.However,at the grassroots level,there is a problem of"people are not enough to use","people can’t lead","people are not using well",and"people can’t stay",which affects the normal development of grassroots pension model.This article will take D township in Nantong City as an example to deeply analyze the problems in the construction of grassroots pension talents and discuss relevant coping styles.In this study,interviews were conducted to select some managers,service personnel and senior citizens of the old township care institutions and village home care service stations in Nantong City to investigate their needs and work status.At the same time,the author analyzes the basic situation of the aged care service personnel in D township of Nantong City,and summarizes the problems of the incomplete types,ages,unreasonable gender structure,low academic qualifications,high turnover rate,management system,salary and benefits,volunteer team development,talent policy.Through the guidance of two-factor theory and fairness theory,the reasons for the above problems can be summarized as the imperfect national security in macro-government policies,the insufficient publicity of the state’s pension culture,and the lack of detailed policies by the grass-roots government.The middle-aged pension service industry has low salary and benefits,high work pressure,poor working environment and small room for improvement.The management mechanism,training mechanism and incentive mechanism of the old-age care institutions in the micro-age care institutions are not perfect.This study also compares the construction of the old-age service talent team outside Nantong through literature reading and analysis.Japan,Germany,Denmark,and China’s Chongqing,Shanghai,Nanjing,Suzhou,and Taizhou have many experiences and practices worth learning from.On the basis of learning from the experience of the construction of the pension service team in the aged care service at home and abroad,in view of the problems existing in the construction of the grassroots aged care service team,from the perspective of government policies,the external environment will be improved through the improvement of the national security system and the government’s macroeconomic regulation and control.The government guides the training of professional pensioners,the government strengthens propaganda to establish a correct employment concept,and the grassroots strengthens policies and introduces rules according to their own conditions to strengthen government policy support and guidance.Starting from the perspective of industry attractiveness,we will improve the treatment of talents in the aged care service industry by broadening the sources of funds,improving compensation and benefits,reducing work pressure,improving the working environment,and increasing the promotion space through multiple channels.From the perspective of institutional management,we will improve the talent management of old-age care institutions by establishing and improving the mechanism of old-age care institutions,building training mechanisms,and building reward and punishment mechanisms.Three major ways to jointly promote the construction of grassroots professionalized aged care service talents,and establish a team of grassroots aged care service personnel with sufficient and stable personnel,reasonable structure and strong technical capabilities to provide effective talent guarantee for the elderly care service in China and vigorously promote the pension of our country.The service industry is booming.
