Research On Risk And Control Of Honest And Clean Government Of Discipline Inspection And Supervision Organs Of Accredited Institution In Y County Of Ningxia

Since the 18th National Congress of the Communist Party of China(CPC),the central committee has been cracking down on corruption with an iron hand.In the struggle for the the fight against corruption,the discipline inspection and supervision organs have shouldered the solemn mission of maintaining the Party Constitution,party regulations and laws.The discipline inspection and supervision cadres are in the whirlpool of struggle,facing the risk of being corroded and hunted.In recent years,the cases of disciplinary inspection and supervision cadres violating discipline and the law,which have been exposed,reflect the problem of "dark under the light" in the disciplinary inspection and supervision system,which has seriously damaged the image and credibility of the Party and the government and hindered the national anti-corruption process.At the Fifth Plenary Session of the 19th CPC Central Commission for Discipline Inspection,General Secretary Xi Jinping stressed that discipline inspection and supervision organs should accept the strictest restrictions and supervision,and strengthen strict control and self-purification,in view of the weak links in the operating mechanism of its own rights and the management and supervision system,it has tightened the tightly woven cage of the system and resolutely prevented "darkness under the lamp." With the deepening of the reform of the discipline inspection and supervision system,the resident agencies of the discipline inspection and supervision organs play more and more important roles.It is urgent to introduce the risk control of honest and clean government into the resident agencies of discipline inspection and supervision organs so as to strengthen the supervision and restriction of the right operation of the resident agencies.Based on the theory of principal-agent and the theory of risk management,this paper uses the method of literature research,interview research and case study,and takes the accredited institution of Y County discipline inspection and supervision organ as the research object,this paper makes a thorough,comprehensive and detailed analysis of the risks to clean government that exist in the offices of y county’s discipline inspection and supervision organs,it is summed up as ideological and moral risk,post responsibility risk,business process risk,external environmental risk and institutional risk.And from the perspective of Public Management,using the theory of principal-agent to conduct in-depth analysis and qualitative evaluation of the risks of clean government,and analyzes the causes of the risk from three aspects:target deviation,information asymmetry and ideological distortion.Based on this,this paper puts forward some management and control measures from the aspects of strengthening education management,perfecting incentive mechanism,perfecting internal control mechanism and strengthening external supervision.
