Study On Emergency Management Ability Of Agricultural Disaster In Regiment Farm

A series of agricultural production and agricultural economic activities carried out by human society have laid a solid foundation for social development.However,the rapid development of agriculture is always accompanied by disasters.At present,the situation of agricultural disasters in China is becoming increasingly serious,and the negative impact of agricultural disasters on economic and social development is also increasing.Although China has gradually established and perfected the emergency management mechanism and disaster strategy response structure with "A case of three systems improvement" as the core,China has emphasized in many important meetings that the construction of a modern emergency management system conforms to the requirements of the development of the new era.,but because of the randomness of the probability and location of agricultural disasters,at the same time,under the joint action of multiple factors.The situation of agricultural disasters is changeable,which makes the response to agricultural disasters face many difficulties and limitations in the actual operation.Therefore,it is an important means to resist and reduce the losses caused by disasters to agriculture by adopting various ways and means,through the make active use of finance,facilities,talent and other forces,effectively strengthen the participants’ understanding of agricultural disasters and improve their overall response to disasters.This paper uses four related theories to construct the theoretical framework of the full text,and puts forward the theoretical hypothesis model that affects the ability of agricultural disaster emergency management.Taking the third regiment of the first division as the research area and taking the cotton disaster as an example,this paper to explore the current situation and difficulty of agricultural disaster emergency management in the third regiment of the first division,and sets up the corresponding evaluation indexes from four stages.this paper makes a preliminary discussion on the endogenous mechanism of agricultural disaster emergency management capacity in regiment farm.On this basis,the structural equation model(SEM)is introduced to understand the path relationship and chain logic of the corresponding indicators in each stage of agricultural disasters,and the weight among the influencing factors of emergency management capacity is analyzed,and its emergency management capability is comprehensively evaluated.Through empirical analysis,in view of the specific problems existing in the third regiment of the first division,on the basis of using the experience at home and abroad for reference,this paper strengthen the ability of overall coordination and improve the ability of emergency prevention according to the current situation of agricultural disaster emergency management of the third regiment of the first division;strengthen risk management,enhance emergency preparedness capacity;implement the main responsibility,enhance emergency response ability;enhance crisis awareness and enhance post-disaster recovery capacity.
