| It has been five years since the "Anti-Domestic Violence Law of the People’s Republic of China" was implemented in 2016,and it has played an important role in regulating and guiding the prevention and suppression of domestic violence in our country.However,it is undeniable that the problem of domestic violence in our country is still very serious.With the development of the times,the emergence of new types of domestic violence problems has brought new challenges to the operation of anti-domestic violence shelters.Analyzing the operational mechanism of anti-domestic violence shelters in the new era is of great significance to promoting the smooth operation of anti-domestic violence shelters.Therefore,this article will discuss the following four aspects.The first chapter mainly defines the types and characteristics of the existing operating mechanisms of my country’s anti-domestic violence shelters to pave the way for the following content.Through the introduction of various operating mechanisms of anti-domestic violence shelters,the advantages and disadvantages of the existing operating mechanisms of my country’s anti-domestic violence shelters are preliminarily summarized.Lay a theoretical foundation for the following discussion on the reasons for the difficulties faced by the operation of the anti-domestic violence shelter.The second chapter mainly analyzes the related shortcomings and causes of the anti-domestic violence shelter’s operating mechanism.The article discovers the problems faced by the operation of anti-domestic violence shelters from various perspectives,such as social traditional concept factors,shelters’ own service factors,and the needs of victims of violence.For example:gender concepts and the right to speak in the family,end-of-domestic violence rescue channels,solidification of rescue models,single case needs and services,etc.Through the discovery of the above-mentioned problems,a specific analysis of the shortcomings of the operating mechanism of the anti-domestic violence shelter revealed by these problems.The third chapter analyzes the mode adopted in the operation of anti-domestic violence shelters in Hong Kong,China,and discusses the reasons for the success of domestic violence shelters in Hong Kong,China and the innovations in the service model according to local conditions.And by comparing the operating mechanism of domestic violence shelters in Chinese mainland and Hong Kong region,the characteristics of their operating mechanisms are analyzed,and the causes of problems in the operating mechanisms of domestic violence shelters in Chinese mainland are summarized from multiple perspectives.The fourth chapter is thinking about improving the operating mechanism of anti-domestic violence shelters.It mainly includes the following aspects:The first is the thinking about the positioning of the anti-domestic violence shelter and the multiple assistance models.Secondly,based on the successful experience of Hong Kong,China,the conception of the operating mechanism of my country’s anti-domestic violence shelters is adapted to local conditions.Such as:the government purchases the services of non-profit organizations,pays attention to the services of relocation and resettlement,etc.Finally,it discusses the necessity of legislative suggestions and policy support,and makes suggestions on legislation and policy protection design for the problems exposed in the operation of anti-domestic violence shelters above.There is a long way to go to improve the operating mechanism of my country’s anti-family shelters.With the continuous development of my country’s social situation,the problems faced by the operation of anti-domestic violence shelters are becoming more and more complicated,and the institutional problems exposed by domestic violence shelters will become more and more difficult to overcome.Therefore,only by continuing to analyze these issues in detail on the path of studying the operating mechanism of anti-family shelters,can we better protect the legitimate rights and interests of victims of domestic violence. |
