"Food safety is serious matters",General Secretary Xi Jinping has repeatedly instructed on food safety issues to use the "four most stringent" requirements to strengthen supervision and never relax,so as to protect the people’s "safety on the tip of the tongue".At the same time,the country is also unswervingly starting from the overall situation of creating a safe,reliable and reliable food consumption environment for the people from top to bottom.The senior leader has made arrangements and the junior staff has implemented it,and strives to extend the scope of food safety supervision to involve food production and sales through layer-by-layer advancement.In particular,The traceability system for food and edible agricultural products has been vigorously promoted through several rounds of pilot scheme.In terms of the traceability of edible agricultural products,the main measure currently adopted by the supervisory side,and implement the purchase inspection record system for the sellers of edible agricultural products.The implementation of traceability system enables the traceability of edible agricultural products from the source to the table.This paper takes the implementation of the purchase inspection record system by the sellers of edible agricultural products as the research object.It is mainly based on the following two considerations:First,according to the dietary habits of Chinese,edible agricultural products are the main food ingredients for daily meals,so the quality and source supervision of agricultural products is related to the public health and the improvement of the overall physical fitness of the people;second,the current laws and regulations define edible agricultural products as one of the foods,so the supervision of edible agricultural products is based on the relevant laws and regulations of food safety supervision,such as the " The Food Safety Law of PRC and other rules and regulations and local laws and regulations all set clear regulatory requirements and punishment basis for the implementation of the purchase inspection record system for the sellers of edible agricultural products.However,the regulatory authorities have been committed for many years to promote the effective operation of the edible agricultural product sellers to implement the purchase inspection record system,but the system is still slow and ineffective due to many objective reasons in the actual operation process.The regulatory authorities have not yet found an effective regulatory method to effectively advance the system.Therefore,this paper hopes that is through in-depth analysis and research on the implementation of the purchase inspection record system for the sellers of edible agricultural products,and find out the reasons for the poor promotion of the system,and propose constructive solutions that can effectively implement the system in response to existing problems.It is suggested that the key links in the construction of the traceability system for edible agricultural products should be opened up,and finally the goal of clear origin and excellent quality of edible agricultural products can be achieved.
