| The vigorous development of the Internet has given birth to new forms of charitable fundraising.The 14th Five-Year Plan proposes to play the role of the third distribution,develop charities,improve the distribution of income and wealth,and improve the hierarchical and classified social assistance system.The report of the 19th National Congress of the Communist Party of China pointed out that it is necessary to guide and encourage civil society forces to participate in social assistance,and use the advantages of the Internet to diversify the main body of social assistance.The public welfare crowdfunding platform has developed rapidly in recent years.It has raised a large amount of donations and helped many people who have suffered serious illnesses and cannot afford to pay for treatment.It is a powerful supplement to the special medical assistance in social assistance.However,due to the virtual nature of the network,coupled with imperfect public welfare crowdfunding laws and regulations and insufficient government supervision,the public welfare crowdfunding platform fraudulent donations and fraudulent donation incidents have occurred frequently,which has caused a negative impact on the social charity environment.Therefore,research on the government supervision of public welfare crowdfunding platforms will help clarify the problems of government supervision of public welfare crowdfunding platforms,so as to introduce relevant laws and regulations in a targeted manner,implement government responsibilities,develop and improve the social charity environment,and contribute to the construction of a multi-level social assistance system,enhance the government’s governance capabilities,and promote the modernization of the national governance system and governance capabilities.The thesis starts with public interest theory,government regulation theory,and collaborative governance theory,and uses literature research,data analysis,comparative analysis and other research methods to analyze the laws and regulations,responsibility division,standard measures and regulatory effects of government supervision of public welfare crowdfunding platforms.,Combined with the survey and statistics on the information disclosure of representative public welfare crowdfunding platforms,it is found that the government supervision of public welfare crowdfunding platforms has problems such as imperfect legislation,unclear responsibilities of the supervisory body,and lack of standardized management of the platform.The analysis shows that there are problems The main reasons for these problems are that government departments do not pay enough attention to public welfare crowdfunding,the supervision system of public welfare crowdfunding is not perfect,and the government supervision and social supervision lack synergy.Based on the experience in the supervision of public welfare crowdfunding platforms in the United States and the United Kingdom,it is proposed to improve the legal system for the supervision of public welfare crowdfunding platforms,improve the government’s regulatory system for public welfare crowdfunding platforms,strengthen the self-regulatory management of public welfare crowdfunding platforms,and establish and Cultivating external supervision mechanisms and other countermeasures. |
