Research On The Non Equalization Of Basic Public Services Between Urban And Rural Areas In Yanbian Prefecture

Since the reform and opening up,the gap between urban and rural areas has always been a short board in the development of our country.Due to the long-term dual system structure of urban and rural areas,there is a huge difference in the level of social and economic development between urban and rural areas,the uneven distribution of social and public resources between urban and rural areas,and there is a phenomenon of non equalization in various fields of basic public services.In March 2021,the fourth session of the 13 th National People’s Congress formally voted and passed the resolution on the "14th five year plan" and the 2035 long-term goal outline.In the plan,China clearly proposes to improve the national public service system,speed up the completion of basic public service weaknesses,implement high-quality services,and improve the equalization level of basic public services.Under the guidance of "high-quality service",this plan opens a new chapter in promoting the equalization of basic public services in China,and also puts forward new challenges for the equalization of basic public services in urban and rural areas of Yanbian Prefecture.This paper studies the equalization of basic public services in urban and rural areas of Yanbian Prefecture.Firstly,it collects a large number of relevant data in the field of basic public services in urban and rural areas of Yanbian Prefecture,and uses quantitative analysis method to conduct comparative analysis of urban and rural data from four aspects of urban and rural infrastructure,education,medical care and social security,so as to find out the problems existing in the equalization of basic public services in urban and rural areas of Yanbian Prefecture Comparative analysis found that Yanbian City and rural infrastructure investment gap is large,urban and rural education,medical development is not balanced,urban and rural social security standards are inconsistent.Then,through qualitative analysis,this paper analyzes the causes of the problems in the equalization of basic public services in urban and rural areas of Yanbian Prefecture,and finds that the main reasons for the non equalization of basic public services in urban and rural areas are the lack of awareness of public services in government departments of Yanbian Prefecture.At the same time,the unreasonable financial system of urban and rural public services,the single supply mode of urban and rural public services,and the lack of rural social economy Backwardness is also an important reason for the non equalization of urban and rural basic public services in Yanbian Prefecture.After finding out the reasons,this paper uses the new public service theory,public finance theory and multi center governance theory,combined with the actual development needs of Yanbian Prefecture,puts forward countermeasures and suggestions to strengthen the government’s public service responsibilities,strengthen the construction of public finance system,develop multi center collaborative supply of basic public services,and promote the construction of basic public services by rural social and economic development,so as to promote the development of Yanbian Prefecture The equalization of basic public services in urban and rural areas.
