Study On The Problem Of Village-Level Inspection Under The Background Of Strictly Governing The Party Comprehensively

After the 19th National Congress of the Communist Party of China,the inspection and inspection system was clearly listed in the newly revised "Articles of the Communist Party of China",which not only shows that the Central Committee of the Communist Party of China attaches great importance to inspections and inspections,but also shows that inspections and inspections work under the background of strict governance of the party.Importance.The situation in the countryside is gradually changing.As the most direct implementer of grassroots governance,village cadres have more and more power in their hands.Compared with the inspection work of the central and provincial party committees,inspections at the village level are an important measure to put the inspection sword straight into the grassroots level,to promote the implementation of major deployment decisions of the higher level by the village-level party organization,and to consolidate the mass base.As the extension of inspections to village-level party organizations is still in the initial stage of exploration,and the development of each area is different,the practice of village-level inspections is uneven and the problems are also diverse.This paper analyzes cases and visits and discusses,finds out the outstanding and common problems of village-level inspections under the background of comprehensive and strict governance of the party,and proposes optimization suggestions,which can further improve the effectiveness of village-level inspections.The research focus of this article is to explore the problems encountered in the process of village inspections and countermeasures.The introduction part discusses the research background and significance of this article,the current research status of the inspection system at home and abroad,the research content and methods of the thesis,innovations and shortcomings.Briefly elaborated on the related concepts of strict party management,inspections,inspections,and village-level inspections,and combed the theory of internal party supervision,power restriction theory,Xi Jinping’s important expositions on inspections and supervision,and other theoretical basis closely related to the emergence and development of the inspection system,To summarize the theoretical basis of this article.Combined with the practice of participating in the inspection work in County B,the situation of the village-level inspection work in County B was analyzed.Taking County B as a case area,I elaborated on the specific measures of county B to carry out village-level inspections,and summarized its achievements in alleviating villagers’ conflicts,meeting villagers ’ needs,improving financial quality management and grassroots political and cultural construction.Then,a detailed summary of the problems and reasons existing in the village-level inspections in County B was made.The main problems were the inability to balance efficiency and quality,the formalization of inspection work methods,the gaps in the construction of inspection cadres,and the inadequate use of inspection results.The reasons for the problems are discussed from three aspects: the particularity of the rural social basic situation,the imperfect construction of the inspection team,and the unsmooth inspection system.Finally,it analyzes and improves the principles and paths of village-level inspections in County B,and proposes countermeasures and suggestions to improve the effectiveness of village-level inspections from four aspects: equal emphasis on inspection efficiency and quality,innovative inspection methods,strengthening team building,and implementation of inspection results.
