A Study Of US-DPRK Summit Diplomacy During The Trump Administration

In the contemporary international society,with the increasingly frequent communication between countries and the continuous prominence of global issues,the problems faced by countries in foreign affairs are also increasingly complex,and the characteristics of head diplomacy in dealing with complex international issues is direct and flexible,which is more and more favored by the international community.Leaders come from behind the scenes and directly participate in foreign affairs,playing a unique role in developing political and economic relations between countries,resolving international crises and establishing a new type of international relations.During the Trump administration,the leaders of the US and the DPRK conducted world-famous summit diplomacy on the Korean nuclear issue.Although it did not fundamentally reverse the situation on the Korean Peninsula,it left a profound impact on the situation on the Korean Peninsula and the US-DPRK relations,and also triggered people’s thinking on the summit diplomacy.The first chapter of this paper is the introduction,which makes a detailed classification and summary of domestic and foreign literature related to the US-DPRK summit diplomacy,indicating the basic direction of this research and the problems to be solved.The second chapter combs the background and reasons of the US-DPRK summit diplomacy,including the urgency of the Korean nuclear issue after Trump took office,the extreme pressure of the US against him,the grasp of the turnaround opportunity in the critical juncture and the shuttle diplomacy conducted by the ROK between the US and the DPRK.The third chapter mainly focuses on the analysis of the summit,the main form of summit diplomacy,focusing on the diplomatic interaction process between the United States and the DPRK during this period,and makes detailed analysis and interpretation of the meeting opportunity,the release of signals,the transmission of information,the text of the summit and the interaction between the leaders of the two countries.On the whole,the Singapore summit was a good start.The joint declaration pointed out the general direction for the settlement of the Korean Peninsula issue,and the top leaders of the two countries began to establish a good personal relationship from then on.But the vague joint statement left a lot of hidden trouble for later working-level talks.The Hanoi summit really brought to the surface the differences between the two sides over the concept and sequencing of denuclearization,and it also raised questions about the role of professional diplomatic teams.Although both sides said they would continue to have productive dialogue after the Hanoi summit,in fact,US-North Korea relations have since gone downhill.The by the whole diplomatic process,and reflects on the limits and timing of the implementation of the summit diplomacy.The failure of the US-DPRK summit diplomacy under the Trump administration is the result of the combined effects of many factors.The cognition difference between the US and the DPRK on the concept of denuclearization for a long time has indeed affected the process of the summit diplomacy,but the limitations of the summit diplomacy itself and the problems in the implementation of the summit diplomacy between the two sides are more worth thinking about.Personal relations between heads of state can improve relations between states,but there are limits to how useful they can be;Head diplomacy must have the coordination of matching professional diplomacy and cannot be used easily when the time is not mature.Head diplomacy is the highest diplomacy with the characteristics of the ultimate diplomacy.The failure of head diplomacy will greatly reduce the space and possibility of settling disputes through diplomatic means.Summies should also not be used to solve specific technical problems,which is an abuse of summit diplomacy and a huge waste of diplomatic resources.Bottom-up summit diplomacy seems more secure than top-down summit diplomacy,with career diplomats in both countries working at a lower level to bridge differences and scheduling summits only when an agreement is close,providing both stability and flexibility to move the negotiating process steadily forward.
